Board of Selectmen

Present:  Sheila H. Dibb, Chairman, Joseph R. Becker, Vice-Chairman, Leroy C. Clark, Cherilyn A. Bulger and Nancy M. Macaruso, secretary.  Michael S. Pantos was absent.

Chairman Dibb opened the meeting at 6 p.m.

State Representative Kim Ferguson presented Cherilyn A. Bulger with a citation from the House of Representatives signed by Speaker Robert DiLeo thanking her for her service as this was her last Selectmen’s meeting.

Mr. Becker moved to accept the minutes from April 4, 2011 as presented.  Mr. Clark seconded. Vote unanimous.
Mr. Becker moved to accept the executive session minutes from April 4, 2011 as presented.  Ms. Bulger seconded.  Vote unanimous.
Mr. Becker moved to accept the minutes from April 11, 2011 as presented.  Ms. Bulger seconded.  Vote 3 to 1 with Mr. Clark abstaining.

POLICE:
No update on Route 122A speed signs as of yet.  The Chief presented the Selectmen with a letter of thanks he sent to his staff on their participation at the senior luncheon.  He further stated that he received a $600 grant from the Harvard Pilgrim Group to be used for the elderly and schools, etc.

FIRE:
The Chief presented a thank you note from a resident.  Paramedic Delores Sherman will receive the 2011 EMT/Paramedic of the Year Award at St. Vincent’s tomorrow.  Mr. Becker moved to sign both the District 8 Mutual Aid Agreement and the District 7 & 8 Regional Mutual Aid Agreement.  Ms. Bulger seconded.  Vote unanimous.
Pre-disaster mitigation plan thru CMRPC paperwork discussed.  The Chief will send to the Selectmen’s office electronically.
Insurance quotes – waiting for call from MIIA, but the Chief has received numbers from VFIS.  Will be added to next meeting agenda.

DPW:
Arbor Day with National Grid at CTMS, trees were planted and are doing well.  Application process and mapping has been turned in to DCR for the hazard tree removal on substation lines (not in writing as yet, only verbal).
Eagle Scout project for fire hydrant painting was done by Joshua Lacross, Pack 141.  135 were painted.  A thank you note will be sent.
The new truck is ready to be delivered, the refurbished body will be mounted when it gets here.  
Street sweeping is being done, but is very difficult to announce any type of schedule.
Mr. Becker moved to send a letter to Wachusett Greenways regarding outstanding items adding a deadline date of May 10th.  Ms. Bulger seconded.  Vote unanimous.  Lengthy discussion on the closure of the road and a possible hearing / informational session.  Also discussed were signage and a construction schedule.  DPW Superintendent will set up a meeting with the fire chief and the police chief to plan the road closure/detours/emergency routes.  Another meeting will be set for Greenways and the three department heads.  June 2nd suggested for informational session.  July 5th is start date with August 21st as completion date.  Mr. Clark will attend the meetings.
Mrs. Dibb explained that a makeshift skateboard park has been set up at Hope Ridge which is on town property.  Dick Williams stated that it is managed by Conservation Commission.  Mr. Kellaher will look into signage to stop the activity.

OPEN SESSION:
Scott Davis of the Historical Society informed the Board of their progress with the replacement of the “holiday tree” on the common.  A 15’ fraser fir will be donated to replace the tree.  He is looking for a vote of approval from the Selectmen.  Some discussion.  Planting of new tree should be done as early in the spring as possible.  A public tree hearing will be scheduled for May 16th at 6:30 – DPW will advertise and post.

CORRESPONDENCE:
Charles Patterson explained that he is present to discuss a disclosure of outside business as he currently is on the Finance Committee.  Mr. Becker moved to sign outside business activity indemnity and hold harmless agreement for Charles Patterson.  Mr. Clark seconded.  Vote unanimous.
Introduced Chapter 61 and 61A “Right of First Refusal” paperwork received from the Maykels.  Awaiting response from Town Counsel who will advise very soon.
Letter from Bay Path Regional Vocational regarding the need for a representative for collective bargaining.  Will check with Mr. Pantos as to his interest in serving.  
Boston Post Cane – A Rutland woman who is a resident at Quaboag on the Common in West Brookfield will be turning 105 this month and the replica cane will be presented to her by Chairman Dibb.

OLD BUSINESS:
Donation of land at Cool Sandy Beach from resident.  The Fire Department and Planning Board have no interest.  Will continue to next meeting for response from Conservation Commission.
Recreation would like support from the Board banning ice cream vendors from the town pool area.  Per Town Counsel, Memorial Drive is an accepted public way and must be regulated by police per state statute and the Board has no authority to regulate, but the parking lot is owned by the municipality and therefore may be regulated by the Board.  Mr. Clark will speak to the Board of Health regarding the issuing of permits for ice cream trucks.

NEW BUSINESS:
The Board will finalize questions for the interviews for Building Inspector and Plumbing/Gas Inspector at the May 10th meeting.
Explanation of articles for the Special Town Meeting and the Annual Town Meeting will be drafted to be included in the handouts that night.

EXECUTIVE SESSION:  Ms. Bulger moved to enter into executive session for reason #3 and to return to open session for adjournment purposes only – To discuss strategy with respect to collective bargaining or litigation if an open meeting may have a detrimental effect on the bargaining or litigating position of the public body and the chair so declares. Mr. Becker seconded.  Bulger aye, Becker aye, Clark aye, Dibb, aye.

ADJOURN:
Mr. Becker moved to adjourn.  Ms. Bulger seconded.  Vote unanimous.  Meeting adjourned at 8:45 pm.
