Chairman Clark opened the public hearing for input / comment on the recently revised sewer regulations. Clealand Blair, Jr. began by stating that the document was well-written but still had a couple of comments / questions pertaining to the definitions. James Kalloch also had some questions. Brief discussion on the sewer moratorium and explanation that this is not automatically lifted once the regulations are approved – an extension may still be necessary. After addressing the residents’ concerns, Mr. Becker moved to close the public hearing. Ms. Bulger seconded. Vote unanimous.
At the end of 6.1, a sentence will be added that combined sewers are not permitted in Rutland.
Lengthy discussion on the removal factor. Mr. Becker moved to revise Attachment B – I/I Mitigation Fee: The removal factor of 10 to 1 be changed to 5 to 1. Ms. Bulger seconded. Vote unanimous.
Mr. Becker moved to accept the sewer regulations with the two aforementioned amendments (adding a sentence to 6.1 regarding combined sewers and the change in the I/I Mitigation removal factor from 10 - 1 to 5 – 1. Ms. Bulger seconded. Vote unanimous.
Before signing Year 5 study, Mr. Becker questioned Hillary Lacirignola on the work for Years 1 & 2, the study for Years 3 & 4 and the work required. She responded that the Years 1 & 2 construction project ended in 2008 and it was successful based on the flow having gone down. Years 3 and 4 reports are completed – did identify infiltration sources which could be removed (10,000 gpd through year 3). Year 4 identified a small amount of infiltration (7,000 gpd). Purchasing inflow dishes was discussed. Construction project for Years 3, 4 & 5 would hopefully be done this summer. Funding has to be discussed for the Year 5 study.
Mr. Becker questioned Mrs. Lacirignola on the rate structure and the overhead percentage seeming quite high. She replied that the profit margin had been reduced from 12% to 10%. She is not able to make any decisions, but will bring his concerns back.
Mr. Kellaher stated that he has been getting calls from residents on Cameron Drive (which has not been accepted) about sink holes in their yards.
Ms. Bulger moved to adjourn. Mr. Becker seconded. Vote unanimous. Meeting adjourned at 8:40 p.m.
