Present:  Leroy C. Clark – Chairman, Cherilyn A. Bulger – Vice Chairman, Joseph R. Becker - Clerk, Sheila H. Dibb and Nancy M. Macaruso, Secretary.

Mrs. Dibb moved to sign Warrant #22.  Mrs. Bulger seconded.  Vote unanimous.

Mr. Becker moved to accept the minutes from April 22, 2010.  Mrs. Bulger seconded.  Vote unanimous.
Mr. Becker moved to accept the minutes from April 26, 2010.  Mrs. Dibb seconded.  All aye, Ms. Bulger abstained.

REPORT OF TOWN DEPARTMENTS
DPW:
The Superintendent stated that the guidelines on the agreement between by the Town and Clealand Blair are sufficient regarding the sidewalk project at Central Tree Estates.  Mr. Becker made a motion to allow the Superintendent to sign the agreement.  Mrs. Dibb seconded.  Vote unanimous.  Will be signed before the 15th.
Year 5 Study from Weston & Sampson will be ready by week’s end.  Mr. Becker moved to sign the revised amendment on the Year 5 Study Agreement with Weston & Sampson.  Mrs. Dibb seconded.  Vote unanimous.
The Board signed the revised sewer regulations adopted on March 15, 2010.
The recycling of computers, monitors, fax machines, etc. was well received last week.  Mrs. Dibb would like Mr. Kellaher to coordinate with Wachusett Earthday next time.
National Grid is holding a public hearing next Tuesday on tree removal (public shade trees).  Some discussion.  Some trees will be replaced.
A water department employee has resigned – position will be posted internally first as there are two sewer department employees who could be trained.  A custodian will be going out on sick leave for double knee replacement.  Mr. Kellaher will request temporary help once the surgery dates are scheduled.
   
POLICE:
Mrs. Dibb summarized a letter from Attorney Jenkins concerning a police officer who is running for the school committee in another town and the Chief’s belief that he is in violation of the Rutland Police Department regulations due to the definition of “partisan”.  Because the position is unsalaried, it is his opinion that the rules and regulations of the Rutland police would not apply.
Officer Marino, Detective Chauvin and a representative from the union were in attendance to ensure that proper protocol is followed with oral and written communication between the selectboard and the union.  Officer Marino was informed that he is not in violation in his campaign for school committee.



FIRE:
Chief Ruchala presented the Board with an Agreement for Employment for the Dispatch Department Manager.  Nathan Kenney has been hired and will start in two weeks.  The agreement has been sent to Town Counsel.  Some discussion.
The Fire Chief stated that Justin Bassett and Dean Desautel have been chosen as award recipients for the The Hundred Club of Mass., Inc.  They will be attending a dinner on May 12th for their service as veterans.
Chief Ruchala stated that the confusion with the Citgo account has been resolved.

OPEN SESSION:
7 pm – Harry Johnson and Richard Travers came before the Board to discuss the progress on enforcing the sign by-law.  After some discussion, it was decided to send a memo to Norman Anderson of the Planning Board to invite him to a regular meeting to go over interpretation and enforcement of the sign by-law.
7:30 pm - Several residents from the Cool Sandy Beach area came before the Board to discuss a letter they received regarding the discontinued snow plowing operations because of the road conditions.  Until the roads are brought up to acceptable condition, the Town cannot continue to service their roads.  They were informed of the damage to town equipment during snow removal operations and what would be necessary in order for them to begin the process to get their roads accepted.  After an hour of discussion, they were advised to put together a committee to come back for further discussion with the Selectmen.

CORRESPONDENCE:
Health Insurance Advisory Committee submitted the health/dental budget for FY 2011 – overall increase is 7.4%.
Memo from the assessor regarding the new assessor who will begin May 10th.  Mr. Becker moved to certify the payroll for the new administrative assessor, Diane Lanney of 9 Morgan Road in Hubbardston will be paid $22.05 per hour for 34 hours per week.  Mrs. Dibb seconded.  Vote unanimous.

OLD BUSINESS:
Police Chief Search Committee – The Board of Selectmen would like to appoint a seven-member search committee.  Will advertise in local papers, website, cable station, etc.  Letters of interest due June 3rd and appointments will be made on June 14, 2010.

Primary Building Feasibility Committee - Mr. Becker moved to place Tom Dufault, Julianne Kelley, Howard Root, Addison Redfield, Paul Mattson, Norm Anderson and Tom Ruchala on the committee.  Mrs. Dibb seconded.  Vote unanimous.  Mrs. Dibb moved to place Dick Williams as an alternate.  Mr. Becker seconded.  Vote unanimous.  Letters will be sent to all informing them of their appointments and the first meeting date.  One Selectperson will chair the first meeting until they get established.

NEW BUSINESS:
Mrs. Dibb moved to accept the resignation of Jerry Kristoff from the Agricultural Commission with regrets.  Ms. Bulger seconded.  Vote unanimous.
Mrs. Dibb moved to appoint Philip Cannell to the Memorial Day Committee.  Ms. Bulger seconded.  Vote unanimous.

Mrs. Dibb moved to adjourn.  Mr. Becker seconded.  Vote unanimous.  Meeting adjourned at 8:20 pm.
