Present:  Leroy C. Clark – Chairman, Joseph R. Becker – Clerk, and Sheila H. Dibb.  Cherilyn A. Bulger was absent.
Finance Committee members present:  Irene Caruso, Carl Bindoo and Lyndon Nichols

Mrs. Dibb spoke about various options of how to fulfill a budget shortfall.

Mr. Becker outlined anticipated shortfalls based on various factors such as implementation of wage study, WRSD school assessment numbers, the unemployment number and restoring library hours to FY 09 level.

Mrs. Dibb wants to restore some library hours and is not so sure about implementing the wage study in this economic climate, but feels an argument can be made for it.  She also asked what the feeling was of not backfilling the police chief’s position in order to save the salary line item in FY 2011.  Mr. Becker is not comfortable leaving the position vacant for an extended period of time intentionally.  He would be open to researching regionalized options.  Mr. Clark is in favor of regionalizing.

Further discussion with the Finance Committee members about the opportunity for Fiscal Year 2011 savings if we fill the chief’s position with an acting chief covering for a period of time.

Set meeting for April 22, 2010 at 6:30 to start discussion of filling the police chief position.

Discussion of adjourning so members may attend the RBA and/or WRSD meetings.

Mr. Becker moved the BOS submit a budget of $14,676,981.90 to the Finance Committee for consideration.  Mrs. Dibb seconded.  Vote unanimous.

Meeting will be posted for 6:30 at the Library on April 15, 2010.

Mrs. Dibb moved to adjourn.  Mr. Becker seconded.  Vote unanimous.  Meeting adjourned at 7:30 p.m.
