Meeting Minutes
Thursday, October 8, 2009
6 pm – Community Hall Annex

Present:  Cherilyn A. Bulger - Vice-Chairman, Joseph R. Becker – Clerk and Sheila H. Dibb

Vice-Chairman Bulger called the meeting to order at 6:05 pm.

Mr. Becker explained the need to add an article to reduce the wage appropriation of the dispatch budget.  He presented two spreadsheets regarding the dispatch requested budget.
Mr. Becker moved to place an article on the warrant to vote to reduce the appropriation voted under article #4 of the reconvened session of the Annual Town Meeting on
June 22, 2009 for the Public Safety Dispatch Wage Account (299-5110).  Mrs. Dibb seconded.  Vote unanimous.

Ms. Bulger read a memo from the Town Clerk regarding the donation of land to Sweetpea  and the 30B guidelines.  Some discussion.  Mr. Becker moved to remove Article #11 as  presented on draft warrant to donate land to Sweetpea.  Ms. Bulger seconded.  Mr. Becker yea, Ms. Bulger yea, Mrs. Dibb abstained.

Some discussion regarding the Board’s position on the lights between Naquag and Central Tree Middle School.  Mr. Becker moved to rescind the Board’s previous vote of concurrence to shut the lights off between Naquag and CTMS.  Mrs. Dibb seconded.  Vote unanimous.

Mrs. Dibb began discussion of the potential utility savings from reduction of p.m. use of the library conference rooms – may run hundreds of dollars per month in savings.  Mrs. Dibb wants to discuss placement of an article that would allow for increased utility funding for the library.  Mr. Becker opposed because the library budget falls under the Finance Committee and because there is a risk if an article is placed that the number be increased by an amendment on the town floor.  The point was made that the town was informed of what may happen to services if the override failed and the town made the informed decision to not pass the override.  General discussion continued on the library utility budget and general budget reductions.  No motion made, discussion closed.

Mrs. Dibb moved to adjourn at 7:09 pm.  Mr. Becker seconded.  Meeting adjourned at 5:12 pm.
