Board of Selectmen
April 27, 2009
Naquag Elementary School
6:45 p.m.

Present:  Joseph R. Becker – Chairman, Leroy C. Clark – Vice Chairman, Douglas C. Briggs, Sheila H. Dibb, Cherilyn A. Bulger – Clerk and Nancy M. Macaruso, Secretary.

DPW Superintendent, Gary Kellaher, informed the Board of the five bids received concerning the ice storm clean up.  He further explained that he expects a protest due to the discrepancy between the highest and lowest bids.  Some discussion.  Each bidder will be asked to submit a detailed analysis.  Mr. Briggs moved to postpone awarding the bid until after the annual town election.  Mr. Clark seconded.  Vote unanimous.  Gary Kellaher also informed the Board that paperwork from FEMA will be coming soon.  Mr. Briggs moved to authorize Chairman Becker to sign all FEMA paperwork.  Mrs. Dibb seconded.  Vote unanimous.

The purpose of the meeting was to provide information on the upcoming ballot questions.   Chairman Becker prepared and presented a detailed power point presentation (attached) regarding the three overrides/debt exclusion questions in order for townspeople to make an informed personal decision at the polls.  Question 1:  Funding the Town Administrator position, Question 2:  Funding the General Budget, Question 3: Borrowing for the December ice storm clean up.  Approximately 80 – 100 people were in attendance.  Chiefs Baril and Ruchala as well as DPW Superintendent Gary Kellaher spoke about the impact the cuts would have on their departmental budgets.  Ted Purcell spoke regarding the Library cuts and also did a power point presentation.  Several residents asked questions pertaining to the three questions and were given answers from the Board of Selectmen. Many complimented the Chairman for the wonderful job he did explaining the town’s financial situation and the impact the Town would face if questions either passed or failed at the polls.

Mr. Briggs moved to adjourn.  Mr. Clark seconded.  Vote unanimous.  The meeting adjourned at 9:15 pm.
