6:00 p.m.

Present:  Donald R. D’Auteuil, Douglas C. Briggs, Leroy Clark, Joseph Becker, Town Counsel, Paul Cranston, Nancy M. Macaruso, Secretary – Sheila Dibb arrived at 6:10 pm.

Mr. D’Auteuil opened the meeting stating that he would not be entertaining public comment.  Mr. Briggs moved his motion (attached).  Mr. Clark seconded.  Mr. D’Auteuil asked Town Counsel, Paul Cranston for his opinion.  Attorney Cranston stated that he did not feel comfortable defending DCR’s position and would like more time to review the motion as it was his first time seeing it.  He feels it could use some “tightening up” and would like it as airtight as possible.

Mr. Briggs feels we need to protect our system and without a moratorium there is no pressure to do anything.  Mr. Clark agreed with Mr. Briggs.  Mr. Becker is not in favor of the moratorium at this time and would like to postpone it further because of the past productive meetings with DCR and would also like to wait for the letter from DCR.  Mrs. Dibb is not completely comfortable with the motion as is, but if something isn’t done tonight, feels the office will be flooded with builders trying to secure applications tomorrow.  Mr. D’Auteuil is not ready to vote on the moratorium and would like to reconvene in two weeks in the hopes that the DCR letter is received by Town Counsel.
After lengthy discussion, Mr. D’Auteuil asked Mr. Briggs how he wanted to proceed with his motion and in turn he deflected it to Town Counsel.  Attorney Cranston feels that waiting two weeks is not unreasonable and it will allow him time to review the motion.

Mr. Briggs moved to recess until November 13th at 6 pm in the Town Hall Annex.  Mr. Becker seconded.  Vote unanimous.

Mr. Briggs withdrew his motion.  Mr. Clark withdrew his second.

Mr. Briggs moved to recess.  Mr. Clark seconded.  Vote unanimous.
The meeting adjourned at 7:00 p.m.
