New Business:
Vision V8 – The current Assessing Software that the department uses will cease to exist for fiscal year 2020. An update is necessary and the Board of Assessors are looking to get ahead of the issue. Diane, the Regional Assessor is working with the I.T. Department and discussing the possibility for a cloud based hosting. The I.T. Department agreed to help with the budgeting and if needed, the Warrant Articles for Town Meeting.
DOR Requirements – The Department of Revenue has a new procedure when it comes to the tax rate setting process. For FY19, a majority of the board will have to sign the LA5 and page one of the Tax Recapitulation Sheet electronically by logging into the DLS Gateway program.
Periodic Inspections – The Periodic inspection process has begun and there are a total of 417 locations throughout town. Attached is a list of streets along with the inspectors name and vehicle.
Blair Abatement Update – The Assessor is looking into the land values to make them all consistent where they should be and will have a strategy for the upcoming abatements at the October Meeting.
Land Valuation Policy - The Assessors approved to update the “Subdivision Development Discounts” Attached is an updated version.
National Guard Policy – The Assessors approved the Policy for the new National Guard Exemption.
Christopher Heights – The Assessors would like to start the conversation regarding possibility of an Assisted Living Community. Diane will be attending the grand opening of the Belchertown, MA location and will discuss it farther at the next meeting.
