Minutes of the Board of Assessors' Meeting held on October 6, 2015 in the Assessors' Office located in the
Town Hall.
Members Present: Arthur Lincoln (Chair), Joyce McGuinness (Member), Jeffrey Gibbs (Member), Diane
Peterson (Regional Assessor, RRG), and Justine Votruba (Assessors' Clerk, RRG)
Meeting brought to order at 8:30 a.m.
The following documents were signed:
• Meeting Minutes from September 15, 2015
• Motor Vehicle abatements for the month of August
The discussions took place:
• Presented draft of the FY2015 Annual Report. Will add a brief statement mentioning the tax brochure
as well as the recertification work that will begin on January 1, 2016.
• Budget deduction scenarios: The BOA discusses what can be cut from the Assessors' budget in order to
help fund the potential school budget. The BOA does not see how it is possible for the department to
give 5% since most of the expenses are contractual, but will give what they can to assist the Town.
Anything that is given up this year however, will need to be reinstated to the BOA budget in the future.
• After much discussion, the BOA would be able to offer $2,300.87 from their budget with the following
breakdown:
o $439.06 from Purchased Services
o $1,001 from other Charges
o $660.81 from an outstanding Warrant Article
o $200 from Supplies.
• The BOA also hopes to be able to offer a substantial release from the Overlay account, once the
department has reconciled their totals with the Town Accountant. Suggested amounts would be as
follows:
o 2010 - $20,000
o 2011 - $30,000
o 2012 - $31,000
• This would be a potential total of $81,000 from Overlay.
• Jeff Gibbs also mentioned the idea of the BOA members giving up their $500 stipends if other board
would give up theirs as well.
The next Board of Assessors Meeting is to be held on Tuesday, October 13, 2015 at 8:30 a.m. in the
Assessors' Office located in the Town Hall.
The Meeting was adjourned at 9:40 a.m.
