Present:        Chris Senecal, Vice-Chair
                Richard Surrette, Chair
                       Robert Paulsen, Member
Lynn Miller, Secretary

Absent:

                Peter Van Dyke, Associate Member

        Opening of meeting by the Chairman:    
Richard Surrette opened the meeting at 6:40 p.m.

Acceptance of Minutes:    Chris Senecal motioned to accept the minutes of September 4, 2013.  Robert Paulsen seconded. Vote was unanimous.

The Board of Appeals will be referred to as the “Board”.

Public Hearings:

6:30 p.m.

Kenneth Babineau, 116-C Houghton Road, Princeton, MA 01541is seeking a Special Permit to temporarily  locate a camper on the property of 4 Paddock Road, Rutland, MA  during the construction of a new home.

Voting members: Richard Surrette, Chris Senecal, Robert Paulsen

Abutters present:  Sue Hall & Paul Miller, 42 E. County Road – had no concerns

Ken Babineau, applicant
Rick Travers, Building Inspector

The application & plan was reviewed. There was not a denial with the application from the Building Inspector. The Board reviewed Section 14C of bylaw – Special Uses. Mr. Babineau hopes to have the house completed by October 1, 2014. The water and electricity is already in place. The septic should be in next month. Chris Senecal asked Rick Travers if there is a code that the camper has to be on a foundation. Rick Travers has no concerns as long as it’s temporary.
The memo from the Board of Health was reviewed.

Chris Senecal motioned to grant the Special Permit. Robert Paulsen seconded.  Vote was unanimous.
