Meeting was called to order around 6:36 pm
Members Present:
Jeff Stillings, for the Board of Selectmen
Ron Barron, for Central Mass Regional Planning Commission, Chair
Shawn Moore, for the Conservation Commission
- Ron Barron presented a map showing three separate analyses
- Ron Barron spoke about existing water and sewer capacities
- One map detailed the most reasonable extensions of water and sewer because existing pipes are already coming through it
- There are two zones: water and sewer, and well and septic
- A map has been geo-coded and overlap showing what is currently hooked up, and what zones could potentially be hooked up
- Members question if there is a way to renegotiate with Worcester on the amount of sewer being sent
- There needs to be a measurement of whether the town could or should allow to be hooked up
- One subdivision has already been approved for hook up, located between Pleasantdale Road and Main Street
- Jeff Stillings asked about the town’s ability to revoke hook up permits. Ron Barron will ask around about the ability to revoke hook up permits
- CMRPC needs to look at what the town is doing now; need to analyze what is our capacity; the amount of land that could reasonably impact, and we will discuss options
- CMRPC will look at Zoning Options, report in the early months of 2019 and provide an early analysis to the end of this year
- Ron Barron will pdf and send the maps
- We need to look at the constants: what land absolutely cannot be built upon; Ron Barron will follow up with Dick Williams and Norm Anderson
- On the mapping, flag any areas not showing up as protected by the state
- The map will show an overlap of legally protected wetlands, slopes of 25% or more, river protection
- The wetlands will restrict buildable lot sizes. Ron Barron will speak with town departments and come up with acreages; partial constraints and regulations to calculate a lot yield
- Ron Barron will look at the language of the water and sewer moratorium and see if it can apply to things currently permitted
- Ron Barron will look at the moratorium and building environmental protection
- The next meeting will be in December 2018
