Minutes
-Present: Peter Craine, Ronald Kent, Lynn Turcotte, Karen Greenwood, Norman Anderson, Anita Carlson, Lindsey Demers
-The meeting was called to order by Chairman Craine at 1:06 p.m.
-Norman made a motion to accept the minutes from the last meeting and Anita seconded. Voted all in favor.
-Ron asked if this committee has a conflict of interest if we are re-writing the By-laws. No it isn’t because they will be submitted by the permanent By-law committee appointed by the Selectmen.
-It will be suggested that the permanent committee review the By-laws every 3 to 5 years.
-We then worked on the existing Chapter I and Chapter II. Most changes/suggestions Peter made on his computer.
-Chapter I
Article 1 General Provisions
Added Section 1 Purpose-“This article contains provisions applicable to all town general By-laws.”
Article 2 Non-Criminal Disposition
Section 2 Authority
The fees were discussed and agreed that they should be reviewed and placed under their respective departments/general By-law.
-Chapter II
Article 1 Town Meetings
The date of the annual meeting has been discussed by residents on numerous occasions, in the past. Previously it has not passed at town meeting. Nothing was decided.
Added section 4-rules of meetings which moved sections 5 through 8 to be renumbered 6 through 9
-Chapter II, Article 2 discussion will begin the next meeting.
Norman made a motion to adjourn the meeting, Anita seconded, all agreed and meeting ended at 2:55 p.m.
The next meeting will be held March 5, 2019 in the Library 1:00-3:00 pm.
