Ad Hoc By-Law Committee

Minutes (amended)
-Present: Peter Craine, Ronald Kent, Lynn Turcotte, Karen Greenwood, Norman Anderson, Anita Carlson, Lindsey Demers
-The meeting was called to order by Chairman Craine at 1:05 p.m.
-Norman made a motion to accept the minutes from March 12, 2019 Lynn seconded and all voted in favor.
-Peter handed out the By-law Committee By-law for us to review. There are 8 sections listed.
Section 1 – remove the word “study” and replace with “review proposals
Section 2 – all set
Section 3 – all set
Section 4 – all set
Section 5 – added to Officers a Vice Chairman. They would be able to cover the meetings if the Chairman was not available. It was further discussed that someday maybe a “paid” secretary would be added. There is proof that with other committees having a secretary, just taking minutes makes it easier for all members to participate in the discussion.
Added Section 6 – Meetings
The committee shall meet at least once a quarter
-Change original Section 6 to 7
Section 7A– Remove the words after Town’s general by-laws……. And change if to when
Section 7B – change if to when
Section 7B1 – change the word chooses to deny to vote to deny
It was discussed to add 6B2 which would state if the committee denies a request to provide documentation as to the reason for the denial.
Section 7C – remove “for the next Town Meeting
Section 7D – was also added to the responsibilities of the Select Board
Section 7E – leave be but added/changed……….
Section 7F – The By-law committee shall forward all proposed changes to Town Counsel for legal review
This addition changes original 7F to 7G, 7G to 7H, 7H to 7I and now have 7I as 7J
Section 7H – Changed to the By-law Committee shall meet at least once a quarter and the By-laws should be completely reviewed every 6 years.
Section 7I – Change..The Committee will assist the Town Clerk in preparing the publication of the General By-laws.
We ended the meeting at this point and will continue reviewing at the next meeting.
We will submit this By-Law, to the Select Board, before the warrant closes April 5th
-Next meeting will be held Tuesday, March 26, 2019 at the Rutland Library between 1:00-3:00 p.m.
-Norman made the motion and Lynn seconded (all in favor) to adjourn the meeting at 3:10 p.m.
