Selectmen’s Workshop Meeting
June 15, 2007
9:06 AM Chair Bock opened the meeting.
Members Present: Peter Bock, Mary Bonser and Charles Brown, Town Administrator. Mr. Netishen (absent)
Guests: John Teague, David Noyes
Mr. Bock asked Mr. Noyes to review his findings for the Board. Mr. Noyes feels he has found evidence of the 30-rod square Town Square. It is not exact but close. He has shown these findings on his preliminary drawing dated 6/8/07. Mr. Noyes drawing shows a square similar to the generally accepted concept that many people have of the square. Mr. Noyes feels that Mr. Landry’s drawing is only a theory because it is a mirror image from David Fernald’s side of the square. Mr. Noyes also feels that part of the confusion is some dispute over how the squares are defined. There was the “center square” and then the outer squares.
Mr. Landry has indicated and shown some documentation to Mr. Noyes that defines what is being called Parcel B on the Witham Plan. Mr. Noyes has not done sufficient review of this stated documentation to concur with Mr. Landry’s findings. There are still questions about dates and the source of existing documents.
Mr. Bock asked Attorney Teague his thoughts on the outcome of a quiet title action for this parcel. Attorney Teague stated he felt the Town might not have a favorable outcome with a quiet title action.
9:27 AM, Motion: Bonser, second Bock to recess the meeting and consult with Counsel.
Vote: 2 – 0 in favor.
10:15 AM Reconvened regular meeting. Having no further business before the Board,
Motion: Bonser, second Bock to adjourn.
Vote: 2-0 in favor.
