Chair Smith called the meeting to order at approximately 7:10pm.

The Board briefly discussed upcoming workshop dates.

The Board briefly discussed RSA 674: 44 Section 5 (billing a third party for costs) as it had been applied to the US Springs case and possibly the Longueil case. Members will review the RSA and if the Board of Selectmen votes to allow the town counsel to attend all of the Longueil meetings then Mr. Seaverns would like the applicant to be notified in writing that those costs will be billed to the applicant.  

Board members briefly discussed they had found 3 alternate members (Earle Rourke, Gail Mills and Judy Thibault) but had not completed contact with all potential people. Mr. Netishen and Chair Smith will continue contacting potential members. Mrs. Sears will contact the Town Clerk to see if she is available for the new members to be sworn in the same night. A brief timeline of the process was discussed.

The Board tabled the review of the minutes.

Review of the proposed Conservation Overlay District (COD)

The Board started to review the Subdivision Regulations and Minimum standards section of the Zoning Ordinances for the COD.

The Board discussed serveal, around the topics including frontage, depth of lots and buffers for the parent lot, and the divided lots, lot dimensions and set backs. They also discussed that there may be other things beside single family resident’s. The Baord came to no conclusions on any of the topics and wanted time to review how other towns had done theirs. Mrs. Sears will distribute additional information from 3 other sample towns provided by Mr. Seaverns.

Ms. Mooney and Mrs. Sears left the meeting to retrieve a map that would show the actual lots as an overlay on top of the COD map. The Board reviewed a similar map that showed a general idea of the types of lots and their shape and size in the different areas noted in the COD. The Board agreed it would be a good map to have that showed the tax map as an overlay on the COD map. Mrs. Sears will follow up with Michelle Beauchamp to get a copy of the map with the actual lots on an overlay.

The Board continued on Plat requirements; changing the word suitable to useable. They also briefly discussed the Roadscape Buffer section; should there be new internal roads, and should most lots be made to go only on existing roads in order not to disturb the different conservation areas. The idea of a bonus or incentive was briefly discussed in hopes a developer would chose the COD over a conventional subdivision. They also discussed the need for a wildlife study on each of the parcels. The Board discussed the need for input from the members of the Conservation Commission. Ms. Stevens noted that a lot of these issues are discussed later in the subdivision regulations.

Discussion was on the Purpose section of the subdivisions regulations; clarified that the recreational opportunities should be passive and low impact. Under the Applicability section the Board added “may be applied” and deleted the words “single family”. Discussion continued on buffers and landscaping. The Board will review the 3 sample towns for homework to be completed for the next workshop.
