Nottingham Assessing Advisory Committee

Monday October 6, 2008
I. Call to order
Chairman of the Advisory Assessing Committee, John McSorley called to order the meeting of the Advisory Assessing Committee at 7:29 p.m. on October 6, 2008 in the Nottingham Town Offices.
II. Roll call
John McSorley conducted a roll call. The following committee members
were present: John McSorley, June Proko, Andrea Lewy and Lisa Stevens.
The following alternates were present: Bonnie Winona. The following members of the public were present: none.
III. Approval of minutes from last meeting
The meeting minutes from September 22, 2008 were reviewed and approved. The minutes were approved by John McSorley, June Proko and Andrea Lewy who were present at the September 22, 2008 meeting.
IV. Items discussed
Meeting with John McSorley, Chairman, Charlie Brown, Nottingham’s Town Administrator, and Heidi Seaverns, Assessing Coordinator.
Items discussed:
§ Assessing Budget for the future Board of Assessors (BOA).
Copies of the proposed budget for 2009 will be forwarded to John
McSorley when completed from Charlie Brown, TA. When received John will share with the NAAC.
§ Question was raised if a town resident would run and be elected to the BOA, would it be a conflict of interest due to his/her spouse being the Assessing Clerk. The RSA addressing this issue will need to be researched.
§ John McSorley indicated that he would consider running to serve on the BOA
§ The committee still has not determined what should be recommended of the newly formed BOA in the form of education. Assessing is a specific subject that requires having specialized knowledge. For the novice BOA member, some education in assessing principles would be advisable.
§ Who will take the minutes of the newly formed BOA? The consensus was that it should not be a board member because it would be hard to participate in the meeting and also take minutes. It was mentioned that the current position that takes the BOS minutes could possibly assist the BOA with their minutes.
§ The group acknowledged that the article that Chairman McSorley wrote on the Abatement Process was well written and informative. The article will be in the next Town Newsletter and the committee felt that it should be forwarded to The Forum, a local newspaper to be published.
§ Additional topics discussed that the committee thought would be informative to the public would be the Equalization Process and Tax Rate setting.
V. Adjournment
Chairman of the Advisory Assessing Committee, John McSorley, adjourned the meeting at 9:28 p.m.
