Meeting Minutes
June 2nd 2008
I. Call to order
Chairman of the Advisory Assessing Committee, John McSorley, called to order the meeting of the Advisory Assessing Committee at 7:20pm on June 2nd, 2008 in the Nottingham Town Offices.
II. Roll call
John McSorley, conducted a roll call. The following committee members were present: John McSorley, Lisa Stevens, Andrea Lewy, June Proko, and Jeff Gurrier. The following alternates were present: Skip Seaverns and Bonnie Winona. The following members of the public were present: none.
III. Approval of minutes from last meeting
By unanimous vote the meeting minutes for the May 19th, 2008 committee meeting were approved.
IV. Open issues
1) There was no discussion of open issues
V. New business
1) The secretary agreed to provide the final draft of meeting minutes to the group and the Town in PDF format to facilitate posting of the minutes on the Town’s website.
2) Discussion centered on the release of the 2007 Lake Update Analysis Report produced by William Krajeski for the Board of Selectmen. Opinions about the report were varied. Some committee members felt the report validated their concerns about the effect of a flawed land model being used during the revaluation. Other members felt the issues presented in the report were not significant enough to warrant a revaluation of the properties. There was also some discussion about the methods Mr. Krajeski used to analyze the revaluation. The group remained divided in their opinions and chose to discuss what options the Town’s assessors would have to deal with the situation.
3) John McSorley, with his professional experience as an assistant Director at the Dept. of Revenue Administration, provided information about the options that might be open to the Town for dealing with the issue. Discussion also branched into what options the property owners had and how the Town’s deadlines for handling abatements would affect them.
4) The group discussed whether or not they should provide the Board of Selectmen with an opinion of how they thought the Town should proceed in light of the report. There was a lack of consensus in the group about the scope or extent of the problem. The group also felt that it was a very complex issue made more complex by some of the upcoming State filing deadlines. The group did not feel it knew all
of the possible options available to the Town for addressing the issue. In the end, the group decided not to attempt to render an opinion in this meeting because of these factors.
VI. Adjournment
Chairman of the Advisory Assessing Committee, John McSorley, adjourned the meeting at 9:40pm.
