1. CALL MEETING TO ORDER: Chairman Stewart called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, February 7, 2008 at 7:01 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: G. Russell Stewart, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Louis Steinbrecher (arrived at 7:02 p.m.), Joseph Siner and Alternate Members Duncan Schweitzer and Ann Brown

7. PENDING APPLICATIONS:
SPEC #07-180 (Special Permit) Application of Frank Verzillo, 22 Beach Street, Westerly, RI 02891 for a Special Permit for a Membership Club on property located on Clarks Falls Road, property of J.E. Ackley, L.L.C., North Stonington, CT 06359. Tax Map #105, Parcel #9110.

Atty. Michelle Buck read the letter of withdrawal for the Commission.

3. PUBLIC COMMENT:
Ann Renehan discussed sign violations the monitoring of the Cab Aire system at Tinaco Plaza.
Ann Nalwalk discussed a letter pertaining to Shunock Estates conveyance of open space.
William Hescock asked if interior building lots were affected by the moratorium.
Paige Brooks of the Conservation Commission would like the Commission’s comments on the Plan of Conservation & Recreation Lands.
5. PUBLIC HEARINGS:
A. SPEC #07-149 (Duplex Residence) Application of Gary J. Winalski, 9 Heritage Drive, Stonington, CT 06378 for a Special Permit to construct a Duplex Residence on property located at 152 Wyassup Road, property of Henry Han, North Stonington, CT 06359. Map #95, Parcel #6223. (PH opened on 12/06/07 & continued to 1/03/08 & 2/07/08 (extension granted); Commission received on 10/04/07 & PH must close on or by 3/13/08)
Secretary Gregoropoulos read the application into the record.
L. Steinbrecher recused himself.

Atty. Thomas Grady, Gary Winalski, Engineer and Robert Deledda, Landscape Architect were present for this application.
Atty. Grady spoke briefly giving an overview of the application.
Mr. Deledda stated he walked the site to analyze what had been cleared. He then devised a plan to help re-establish a native buffer and a screening between the properties that he went over with the Commission.
The Commission asked questions pertaining to the landscaping plan.
Chairman Stewart asked if there were any questions or comments from the public pertaining to this application. The following people spoke.

Atty. Grady stated that the applicant was to replace what he cleared as shown on original site-plan.
The Commission asked the applicant to show an expanded landscaping plan of what was cleared on the entire site and what would be replaced.

Mr. Michael Healey of Healey & Associates & Mr. Dana Barnes of Concord Equity Group were present for this application.
Mr. Healey went over revised plans with an infiltration system that eliminated Lot #4 making this proposal an 8-lot subdivision and also discussed shared driveways with the Commission.
Mr. Healey went over issues pertaining to the zoning and subdivision regulations pertaining to the stormwater management and the size of the impoundments.
The Commission asked questions pertaining to the infiltration system and the shared driveways with regards to the regulations.
Atty. Carey will look into the legality of the shared driveways.

Mr. Stano Trombino and Mr. Tony Nenna of On-Site Engineering were present for this application.
Mr. Nenna went over revised plans with the Commission which incorporated comments from Mr. Rabbitt and Mr. Aubrey. The revisions include the parking layout, stop bars and stop signs are shown & the western parking lot configuration, infiltration trenches, cape-cod berm for the landscape island and reduced the entrances and exits coming in and out of the property from 50 feet to 32 feet. Mr. Nenna stated they did receive a letter from DOT which has approved the modified curb cuts within the right of way. Mr. Nenna stated the plans also include a fence that comes across the eastern park of the parking lot to prevent people from driving into that area. The plan also shows a revised landscaping that pertains to the island which has gotten a lot bigger.

12. PLANNING ISSUES & DISCUSSION:
A. Moratorium Outline
Mr. Rabbitt went over a working draft of Sections 1 thru 4 of the Zoning Regulations with the Commission.
B. ZEO/Planner position applications
The Commission will review the applications they have and discuss at their 2/14/08 meeting.
C. 2008-2009 Budget
The Commission looked over the proposed 2008-2009 budget to see if they could reduce any line items. They will discuss further at their 2/14/08 meeting.
D. Kidd’s & Company conditional Zoning Compliance
L. Steinbrecher will do an inspection of the site and report to the Commission with any issues or concerns.
13. CORRESPONDENCE:
The Commission went over the correspondence in their packets.
14. REVIEW MINUTES:
Review minutes of Regular Meeting of 1/10/08
MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to approve the minutes of the Regular Meeting minutes of 1/10/08 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
