1. CALL MEETING TO ORDER: Chairman Stewart called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, March 6, 2008 at 7:00 p.m. at the New Town Hall, Conference Room.
COMMISSIONERS PRESENT: G. Russell Stewart, Chairman, Elaine Boissevain, Vice-Chairman, Vilma Gregoropoulos, Secretary, Louis Steinbrecher, Joseph Siner and Alternate Members Duncan Schweitzer and Ann Brown
COMMISSIONERS ABSENT: Susan Grufstedt
STAFF PRESENT: Administrative Assistant Cheryl Konsavitch, P&Z Attorney Michael Carey and Contracted SCCOG Planner, Jamie Rabbitt

3. PUBLIC COMMENT: None
A. PUBLIC COMMENT REGARDING PROPOSED REVISIONS TO ZONING REGULATIONS:
Michael O’Neil submitted to the Commission proposed regulations suggesting a membership club for the Commission to consider when rewriting the regulations.
Nita Kincaid asked for clarification on the process of communication on the proposed zoning revisions.
5. PUBLIC HEARINGS:
A. SPEC #07-149 (Duplex Residence) Application of Gary J. Winalski, 9 Heritage Drive, Stonington, CT 06378 for a Special Permit to construct a Duplex Residence on property located at 152 Wyassup Road, property of Henry Han, North Stonington, CT 06359. Map #95, Parcel #6223. (PH opened on 12/06/07 & continued to 1/03/08, 2/07/08 &
3/06/08 (extension granted); Commission received on 10/04/07 & PH must close on or by 3/13/08)
Secretary Gregoropoulos read a letter into the record stating the applicant has withdrawn his application.
B. SUB #07-156 (Babcock Ridge Subdivision) Application of Concord Equity Group, L.L.C., c/o Dana Barnes, 16 William F. Palmer Road, Moodus, CT 06469 for a 9-lot subdivision, property of Heirs of Thurman Main for property located on Babcock Road, North Stonington, CT 06359. Map #110, Parcel #3901 (PH opened on 12/13/07 & continued to 1/10/08, 2/07/08 & 3/06/08
(extension granted); Commission received on 10/11/07 & PH must close on or by 3/20/08)
Secretary Gregoropoulos read the application into the record.

Mr. Michael Healey of Healey & Associates, Mr. Dana Barnes of Concord Equity Group and Mark Reynolds of Reynolds Engineering were present for this application.
Mr. Rabbitt distributed a letter to the Commission and the applicant via fax by Mr. Aubrey received at 16:50 p.m. for review.
Mr. Healey reviewed Mr. Aubrey’s and Atty. Carey’s letter and made comments to the Commission pertaining to the.
Mr. Reynolds went over the site plan for the infiltration system with the Commission.
The Commission asked questions pertaining to this system.
Mr. Barnes went over shared driveway language with the Commission and Mr. Rabbitt addressed the shared driveways regulations pertaining to Mr. Barnes comments.
Mr. Barnes continued his presentation on shared driveways and submitted for the record 4 subdivision plans utilizing either shared driveways or irregular shaped lots (Exhibit A) Green Falls Subdivision, (Exhibit B) Hickory Hill Farms Subdivision, (Exhibit C) Shunock River Estates and (Exhibit D) Gillis Re-Subdivision.
Mr. Barnes also submitted for the record (Exhibit E) a letter from Avalonia pertaining to the Open Space.
Mr. Healey went over Mr. Aubrey’s letter of 3/06/08 with the Commission.
Mr. Reynolds submitted for the record (Exhibit F) revised drainage calculations.
The applicant submitted a waiver request of Section 6.3 of the Subdivision Regulations and also a revised bond estimate.
Chairman Stewart asked if there were any questions or comments from the public pertaining to this application. The following person spoke.

MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to continue the Public Hearing on SUB #07-156 to March 13, 2008. MOTION CARRIED UNANIMOUSLY.
MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to amend the agenda to go to Item 12B and then back to the regular agenda format. MOTION CARRIED UNANIMOUSLY.
12. PLANNING ISSUES & DISCUSSION:
B. Conservation Commission’s Plan for Conservation & Recreation Lands & Recommendations for Use of Land Areas
Paige Brooks, Vice-Chairman of the Conservation Commission along with Dick Blodgett, Bob Fleury and volunteer Nita Kincaid came before the Commission to clarify points for the Commission on the Conservation Commission’s Plan for Conservation and Recreation Lands and recommendations for Use of Land Areas.
Mr. Blodgett stated the Conservation Commission is done with this document and is handing it over to Planning & Zoning.
6. COMMISSION REVIEW:
Connecticut General Statue 8-24, (#08-014) On behalf of the Board of Selectmen, First Selectman Nicholas Mullane, II requesting Planning & Zoning Commission review, in accordance with Connecticut General Statue 8-24, on the following item: The Town is considering the purchase of the Mystic Seaport Property located off Route 2 (Norwich-Westerly Road) and Hewitt Road totaling approximately ninety-seven (97) acres. Map #101, Parcels #9641/2284 & 9642
Secretary Gregoropoulos read the agenda item into the record.

The Commission determined that this was a large parcel in the center of Town which would be ideal to centralize recreation, the Town well heads are located on this property which is in the aquifer protection zone and the property has walking trails on it and this request is consistent with the Comprehensive Plan and the Plan of Conservation and Development.
MOTION by V. Gregoropoulos, SECOND by L. Steinbrecher to approve the request by the Selectman of Section 8-24, #08-014. MOTION CARRIED UNANIMOUSLY.

12. PLANNING ISSUES & DISCUSSION:
A. Avalonia Land Conservancy/Shunock River Estates
Anne Nalwalk will contact Shunock River Estates to see how their progress is going on the dedication of the land to Avalonia and will report back to the Commission at their 3/13/08 meeting.
C. Zoning Regulation Discussion
Mr. Rabbitt gave the Commission a working draft of Section 400 of the Zoning Regulations to review and the Commission will discuss at their 3/13/08 meeting.
D. ZEO/Planner position applications
The Commission discussed and will interview applicant’s at a Special Meeting on 3/27/08 at 6:00 p.m. at a site to be determined.
13. CORRESPONDENCE:
The Commission went over the correspondence in their packets.
14. REVIEW MINUTES:
Review minutes of Regular Meeting of 2/14/08 & Special Meeting of 2/21/08
MOTION by L. Steinbrecher, SECOND by V. Gregoropoulos to approve the Regular Meeting minutes of 2/14/08 and the Special Meeting of 2/21/08 with the necessary corrections. MOTION CARRIED UNANIMOUSLY.
15. ADJOURNMENT:
MOTION by L. Steinbrecher, SECOND by V. Gregoropoulos to adjourn the meeting at 11:05 p.m. MOTION CARRIED UNANIMOUSLY.
