NEWTON BOARD OF SELECTMEN
DATE: THURSDAY, JULY 11, 2013

PUBLIC MEETING

  • Call to Order, Roll Call Vote
Chairman Thayer opened the meeting at 6:03pm.  In attendance were Chairman Raymond D. Thayer, Selectman Charles R. Melvin, Sr., Selectman Robert S. Donovan, Jr., Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass.

Chairman Thayer motioned to go into Nonpublic Session under RSA 91-A:3 II (a) - Fire Department.  Second by Selectman Melvin.  Motion passed with a unanimous roll call vote.

Chairman Thayer motioned to close the nonpublic session at 6:14pm.  Per a unanimous roll call vote, the Board made public that they reviewed missing documentation from the last payroll from the Fire Department.

The public meeting resumed at 6:15pm.  

Public Session:
Cont review of requisitions recommended by the Fire Department.

Fire Chief Bill Ingalls was present to discuss requisition #2373 in the amount of $3,872.85.  Ingalls explained that pump on engine #2 was obsolete and had to be rebuilt.  The original requisition #2391 was an approximate amount to repair the cracked primer.  The Board talked about the purchase policy that anything of $3,500 must have approval by the Board.  Chief Ingalls responded that due to this item being service related on an older vehicle it is difficult to get a firm dollar amount.

Selectman Melvin motioned to approve a second requisition in the amount of $3,872.85 for the repairs to engine # per requisition #2373.  Second by Selectman Donovan.  Motion passed with a unanimous vote.

The Board asked Chief Ingalls about the committee working on the vehicle policy.  Ingalls responded that they have been working on it and should be coming to the Selectmen shortly but due to vacation schedules has taken longer than expected.

Chairman Thayer adjourned the meeting at 6:29pm.

Chairman Thayer motioned to back in to hold an emergency nonpublic session under RSA 91-A:3 II (c) at 6:30pm with Police Chief Lawrence Streeter.  Second by Selectman Melvin.  Motion passed with a unanimous roll call vote.

Chairman Thayer closed the nonpublic session at 6:55pm.  Per a unanimous roll call vote, the minutes of the meeting will remain confidential until in the opinion of the majority of the members the circumstances no longer apply.
