BOARD OF SELECTMEN
PUBLIC MEETING
- Call to Order, Roll Call Vote
Chairman Thayer opened the meeting at 2:10pm. In attendance were Chairman Raymond D. Thayer, Selectman Trisha J. McCarthy, Selectman Lawrence B. Foote, Town Administrator Nancy J. Wrigley, Office Manager Mary B. Winglass and Police Chief Lawrence Streeter. Don Jutton, MRI.
- Nonpublic Session under RSA 91-A:3 II (d) – Police Department
Chairman Thayer motioned to go into Nonpublic Session under RSA 91-A:3 II (d) – Police Department. Second by Selectman Foote. Roll Call Vote: Chairman Thayer –aye, Selectman McCarthy – aye, Selectman Foote – aye. Vote: Unanimous.
Chairman Thayer motioned to come out of nonpublic session at 2:45pm. Second by Selectman Foote. Per unanimous roll call vote, the minutes of the meeting will remain confidential until in the opinion of the majority of the members the circumstances no longer apply except to announce that the Board scheduled a public meeting on Thursday, November 17, 2011 at 7pm at the Town Hall to listen to a presentation on the draft letter of intent between the Town of Newton and Chester Bearce.

- The Board signed the 2011 Tax Warrant for a total of $5,641,446.00 with the final date of December 5, 2011 to make payment to the town.
The new tax rate for 2011 is $24.12 the breakdown and comparison to last year’s rate is as follows;

The Board discussed that the town portion of the tax rate went down 25 cents; the increase is from the school and county.
- The Board reviewed items for an upcoming meeting. The Board discussed the Planning Board’s response regarding video archiving/streaming and asked for a legal opinion on their decision to opt out of this new program.
- Petition Warrant Article submitted from Robert White was discussed in that the wording is very confusing and the town does not have the authority to issue a utility easement on private property. The Board discussed the legal authority of the warrant article. Town Administrator Wrigley added that she has been in contact with Dan Johnson of Plaistow who has been working with Mr. White on this petition warrant article. The Board discussed that this is not a buildable lot and questioned the need for a utility easement. The Conservation Commission is meeting tonight and will review the warrant article. Wrigley will speak with Chief Building Official Ron LeMere regarding a utility easement to a non buildable lot.
- Road Agent Mike Pivero discussed brush pickup in town after this last snowstorm. Pivero added that the Road Crew is clearing debris from the right of way in preparation for winter weather. The Board decided to put out a notice that the town will not pickup debris placed curbside.
Chairman Thayer motioned to adjourn at 3:43pm. Second by Selectman McCarthy. Vote: Unanimous.
