SELECTMEN’S PUBLIC MEETING
February 17, 2011
Chairman McCarthy called the meeting to order at 2:05pm. In attendance were Chairman Trisha J. McCarthy, Selectman Raymond D. Thayer, Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass. Minutes were transcribed and typed by Office Manager Winglass.
Chairman McCarthy motioned to go into Nonpublic Session under RSA 91-A:3 II (c) – Code Enforcement and (a) – Employee Evaluations. Second by Selectman Thayer. Chairman McCarthy polled the members which resulted in a unanimous roll call vote.
Chairman McCarthy motioned to close the nonpublic meeting at 2:20pm. Second by Selectman Thayer. Per unanimous roll call vote, the minutes of the meeting will remain confidential until in the opinion of the majority of the members the circumstances no longer apply.

A. Continue review of revised “Newton, NH –Selectmen Bylaws”
The Board reviewed the revised bylaws and made some additional changes. A final copy of the revised bylaws were printed and handed out.
Selectman Thayer motioned to accept the Newton, NH Selectmen Bylaws as written. Second by Chairman McCarthy. Vote: Unanimous.
The Board discussed changing the Selectmen’s Meeting schedule from Monday to Tuesday night.
Selectman Thayer motioned to change the Selectmen’s Meeting night from Monday to Tuesday effective immediately. Second by Chairman McCarthy. Vote: Unanimous.
B. Update from Fire Chief Bill Ingalls Re: Hovercraft
The Board reviewed an email from Fire Chief Bill Ingalls stating that a member of the Fire Department is interested in the Hovercraft. Due to the fact that we now have two residents interested in this item and in order to be fair, the Board decided to put this item out to all residents and then we can pull a name from a hat. The Board asked for this item to be advertised on the website, cable channel and at the post offices in town.
IV. New Business
- Request from resident John Owens Re: Tapping the Maple Trees at Town Hall
Chairman McCarthy stated that she received a request from resident John Owens requesting to tap the Maple Trees at Town Hall.
Selectman Thayer motioned to allow John Owens to tap the Maple Trees at the Town Hall. Second by Chairman McCarthy. Vote: Unanimous.
- Review of December 31, 2009 Financial Statements and Independent Auditor’s Report
The Board will review the report on their own and if they have any questions will request to add this as an agenda item.
- Sign the MS-5 Annual Town Financial Report for 2010
The Board approved and signed the MS-5 Annual Town Financial Report for 2010
- Update of the Code Enforcement Department Complaint, Offense or Incident Report Form
The Board reviewed an updated Code Enforcement Complaint, Offense or Incident Report prepared by Office Manager Winglass.
Selectman Thayer motioned to approve the amended Code Enforcement Complaint, Offense or Incident Report Form. Second by Chairman McCarthy. Vote: Unanimous.
