SELECTMEN’S PUBLIC MEETING

January 13, 2011


  • Call to Order
Chairman McCarthy opened the public meeting at 7:18pm.  In attendance were Chairman Trisha J. McCarthy, Selectman Raymond D. Thayer, Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass.  Selectman Robert S. Donovan, Jr. was not in attendance.  

Chairman McCarthy motioned to go into Nonpublic Session under RSA 91-A:3 II (d) – Police Department.  Second by Selectman Thayer.  Chairman McCarthy polled the members which resulted in a unanimous roll call vote.  

Chairman McCarthy motioned to close the nonpublic session at 7:34pm.  Second by Selectman Thayer.  Per unanimous roll call vote, the minutes of the meeting will remain confidential until in the opinion of the majority of the members the circumstances no longer apply.  

Office Manager Mary Winglass announced that earlier this evening Selectman Robert Donovan, Jr. came into the office and handed her an envelope and asked her to read it in the public meeting.  Winglass opened the envelope and read a signed statement from Selectman Donovan handing in his resignation effective immediately.  

Chairman McCarthy motioned to accept Selectman Donovan’s resignation as a member of the Board of Selectmen effective today with regrets.  Second by Selectman Thayer with regrets.  Vote: Unanimous.

A. Cover for the 2010 Annual Report
The Board decided to dedicate the cover of the 2010 Annual Town Report to the Eagle Scouts of Troop 91 who recently demonstrated pride in our community by completing the following projects;

Adam Nicol built bat houses at the Busch Farm, Greenie Park and the Town Beach to help with mosquito control.
Zach Taylor painted the doors of the Newton Junction Fire Station.
Kyle Kozec built a pavilion at Greenie Park and
Alex Dzengeleski who is currently working on getting his project approved to build new signs as you enter Newton on Route 108 from the south and north end of town.

Chairman McCarthy will work on obtaining pictures for the cover.

The Board discussed the dedication for the town report and adding a page announcing the Recreation Commission’s recognition of Emma Ingalls as the oldest resident in town at the 2010 Fall Festival.

B. Review of proposed 2011 Warrant Articles

The Board reviewed a proposed 2011 Town Warrant prepared by Town Administrator Nancy Wrigley.  After making some final revisions, the Board approved the warrant.

C. Final preparations for the January 17th Public Hearing

The Board reviewed and approved the final budget worksheet prepared by Office Manager Mary Winglass to be handed out at the Public Hearing on Monday, January 17, 2011.

  • Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
  • The Board approved and signed a letter to Alex Dzengeleski approving his Eagle Scout project.  
  • The Board signed and approved a vendor manifest totaling $244,120.11
  • The Board reviewed a quote from Newton Glass and Garage Door to remove the existing window in the shed as you enter the Transfer Station and to replace it with a larger window on an aluminum slider for a price of $375.00.  
Selectman Thayer motioned to hire Newton Glass and Garage Door to remove the existing window in the shed and to replace it with aluminum sliding window size of 46 x 41.  Second by Chairman McCarthy.  Vote: Unanimous.

IX.    Adjourn

Selectman Thayer motioned to adjourn at 9:02pm.  Second by Chairman McCarthy.  Vote: Unanimous.
