SELECTMEN’S PUBLIC MEETING
September 13, 2010
Chairman McCarthy called the meeting to order at 6:06pm. In attendance were Chairman Trisha J. McCarthy, Selectman Raymond D. Thayer, Selectman Robert S. Donovan, Jr., Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass. Minutes were transcribed and typed by Office Manager Winglass.
Chairman McCarthy motioned to go into Nonpublic Session under RSA 91-A:3 II (c) – Transfer Station; (e)- Code Enforcement. Second by Selectman Donovan. Roll Call Vote: Chairman McCarthy – aye, Selectman Donovan – aye, Selectman Thayer – aye. Vote: Unanimous.
Chairman McCarthy motioned to close the nonpublic meeting at 6:53pm. Second by Selectman Thayer. Per unanimous roll call vote, the minutes of the meeting will remain confidential until in the opinion of the majority of the members the circumstances no longer apply.

- Proposals for removing Hazardous Trees
The Board reviewed a requisition with three attached proposals from John Owens, Tree Warden for hazardous tree removal. The bids included the following work;
(3) marked trees on Hadley Road
(2) marked trees on New Boston Road
(1) large oak tree on Thornell Road
Maple tree near fire pond on Smith Corner Road
The proposals include the removal of all debris except one Maple tree on New Boston Road. Bids do not include stump removal or Police detail.
Proposals were received from;
K.M.A. Tree Service of Newton, NH for a total price of $4,000
Mayer Tree Service of Essex, MA for a total price of $5,250
Botco Tree Service of Merrimac, MA for a total price of $6,400
Owens recommendation is to hire KMA Tree Service.
John Owens explained to the Board that he drove around the whole town looking for dangerous trees and came up with this list and never expected the price to come in over the bid price. Selectman Donovan pointed out that only one proposal shows the breakdown cost for each location. Donovan asked if we could have the other two companies list out their prices for each location and then the Board could approve each location separately. After discussing the condition of these trees, Donovan agreed to move forward with approving the work tonight. Chairman McCarthy stated that she is in favor of moving forward with this work due to the public hazard.
Office Manager Winglass added that the town does not have a current certificate of insurance on file for KMA Tree Service.
Chairman McCarthy motioned to hire KMA Tree Service to take care of the dangerous trees as prepared by the Tree Warden for a total of $4,000 based upon receiving a current certificate of insurance and to schedule a police detail. Second by Selectman Thayer. Vote: Unanimous.

- Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
- The Board approved and signed a Welfare Manifest
- The Board approved and signed the Payroll Manifest dated August 29th – September 11th.
- Selectman Donovan asked to have Fire Chief Bill Ingalls to come in to the next Selectmen’s meeting to discuss setting hours of operation and fire department permits. Office Manager Winglass responded that she spoke with Chief Ingalls and he is not available on September 20th and October 4th; September 27th was discussed as an option.

Chairman McCarthy motioned to adjourn at 7:20pm. Second by Selectman Thayer. Vote: Unanimous.
