Selectmen’s Site Walk Minutes

The Newton Board of Selectmen performed a site walk of 1 Heath Street, property of Joseph Ferrandi and Rudolph & Collette Ferrandi to determine if the homeowners had come into compliance with several Newton Zoning Ordinance violations pointed out at an inspection held on November 24, 2006 with property co-owner Joseph Ferrandi, Chairman, Board of Selectmen Gary Nelson and Chief Building Official Mike DiBartolomeo.

The Board of Selectmen met at the property by Newton Police Officer Chris Van Hirtum at approximately 9:00 A.M. In attendance were Selectman Chairman Gary Nelson, Selectman John Ulcickas, Joseph Ferrandi, Rudolph Ferrandi and another unidentified male in a vehicle.

The zoning violations alleged include operating a commercial masonry/general contracting business in a residential area, an illegal apartment and burying of construction debris and mining of land to the rear of the property. Due to the recent snow, it was difficult to determine if any work had been done at the property. Chairman Nelson took photos of the property and explained to the group that they would most likely have to come back in better weather. There was discussion as to what the town’s zoning regulations allowed and Chairman Nelson told the Ferrandi’s to look at the copy of the Newton Zoning Ordinance that they had been provided for guidance. There was a discussion of upcoming Zoning Ordinance changes concerning the Home Occupation Ordinance and then the Board decided that they would have to reschedule the inspection to be held at an upcoming date for when the weather permits. The Board ended the site walk at approximately 9:25 A.M.
