SELECTMEN’S PUBLIC MEETING

October 9, 2007

Call to Order

Chairman Ulcickas called the meeting to order at 6:01pm.  In attendance were Chairman John P. Ulcickas, Selectman Robert S. Donovan, Jr., Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass.  Minutes were transcribed and typed by Office Manager Mary Winglass.
Not present was Selectman Trisha J. McCarthy.

Chairman Ulcickas motioned to go into non-public session under RSA 91-A:3 II (a) – Police Department.  Second by Selectman Donovan.  Roll Call Vote: Chairman Ulcickas – yes, Selectman Donovan – yes, Selectman McCarthy – yes.  Vote: Unanimous.

Chairman Ulcickas motioned to close the non-public session at 6:22pm.  Second by Selectman Donovan.  Per unanimous roll call vote, the minutes of the meeting will remain confidential until in the opinion of the majority of the members, the circumstances no longer apply.

Old Business
A.      Continued discussion of the 2007-2008 Snowplowing rates

The Board reviewed the snowplowing rates for 2006-2007 and the changes that have been made over the years to the rates.  Selectman Donovan discussed requiring inspection sticker verification for all vehicles that are scheduled to plow.  Worker’s Compensation rates and other surrounding town’s rates need to be looked at before making a final determination.

The Board discussed options to change the sand and salt storage area and to look at pricing for a slab and a cover for the materials.  The Board discussed using the land out back off Town Hall Road to use for the highway department and the need to check with the Conservation Commission as this land is conservation land.  Selectman Donovan asked that we check with the State of New Hampshire Department of Transportation to find out if the town could purchase salt and sand from the state shed located off of Newton Junction Road.

The Board tabled this discussion until the October 22nd work meeting.


IV.     Reports from Department Heads

Town Administrator Nancy Wrigley asked the Board to discuss Football practice being held at Greenie Park.  The Recreation Commission gave permission to allow the Kingston Cougars football team to practice at Greenie Park on Tuesdays, Thursdays and Fridays from 5:30pm to 7:00pm from September 27th until the end of November.  The kids will use sneakers not cleats on the fields.

The Board discussed their concerns with the kids at the fields at dusk and decided that due to the health risk, no practices are allowed at the fields on Greenie Park at this time.  Selectman Donovan discussed allowing practices after we have had at least two hard frosts but the timing will probably be about the same time that football season ends.

Chairman Ulcickas asked for the office staff to remind the Recreation Commission that an Application for Permit is required for the Use of Town Parks, Fields, Recreation Area, Conservation Area or other Facility.  The Recreation Commission approves the use of the fields and then the applicant comes to the Board of Selectmen with a completed application for final approval.

V.      Adjourn

Chairman Ulcickas motioned to adjourn at 7:15pm.  Second by Selectman Donovan.  Vote: Unanimous.
