SELECTMEN’S MEETING

January 5, 2006


Call to Order

Chairman Harding called the meeting to order at 6:05pm.  In attendance were Selectman John P. Ulcickas, Selectman Gary F. Nelson, Chairman Norman P. Harding, Town Administrator Nancy J. Wrigley and Office Manager Mary B. Winglass.  Minutes were transcribed and typed by Office Manager, Mary B. Winglass.

A.      Continued discussion of the 2006 budget, default budget and warrant articles

Floodplain Development Ordinance Warrant Article

The Board reviewed a memo from Town Administrator Nancy Wrigley stating that she contacted Jennifer DeLong, Water Resources Planner, Office of Energy and Planning regarding the Flood Insurance program as the Board requested at the January 3, 2006 Selectmen’s meeting.

The memo stated that the town can join the Flood Insurance Program at any time and the application does not have to be completed in advance of adopting the Floodplain Development Ordinance.  Most towns adopt the Floodplain Development Ordinance warrant article first, which must go through the Planning Board for a public hearing and then on the town warrant as a zoning change.  After the ordinance has been approved at town meeting, then the town would proceed with the State Office of Energy and Planning to join the NFIP and complete FEMA Form 81-64 “Application for Participation in the National Flood Insurance Program”.  The expiration date on the application does not apply as there is no new application in its place at this time.

The Board discussed the time frame for when the town received this information.  TA, Wrigley responded that originally this information came in to the Town’s Emergency Management Director and the Planning Board received information and copies of the letters regarding this program sometime around October but it was never discussed at a Planning Board meeting.

The Board decided that since it is too late to hold the required Public Hearing to add the Floodplain Development Ordinance to the warrant for 2006, we can prepare this year to place it on the warrant for 2007.     


Warrant Articles

The Board reviewed draft warrant articles prepared by Town Administrator Nancy Wrigley and the Board made some changes and added others to be included on the 2006 warrant.  

2006 Proposed Budget and Default budget

The Board discussed including a 2.5% cost of living increase in the 2006 proposed budget.  The Board agreed to not include it since merit increases were given out to Town and Police Department employees in 2005.

The Board then went through the entire 2006 proposed budget and decreased the budget by taking out the 2.5% cost of living increases; the Board also reviewed the default budget and made some minor changes.  

Selectman Nelson motioned to approve the revised total 2006 budget of $2,498,250.00.  Second by Selectman Ulcickas.  Vote: Unanimous.
Selectman Nelson motioned to approve the revised total 2006 default budget of $2,423,495.00.  Second by Selectman Ulcickas.  Vote: Unanimous.

The Board requested that a memo go out from the Selectmen to all departments, commissions and committees requesting each Department Head or a member from each Board or Commission to be present at the Public Hearing on Monday, January 16, 2006 starting at 7pm in order to field any questions that the public may have regarding their budget.

Selectman Nelson motioned to adjourn at 9:17pm.  Second by Chairman Harding.  Vote: Unanimous.
