Minutes of Site Walks
July 9, 2005
Chairman Norman P. Harding, Selectmen Gary F. Nelson and Selectman John P. Ulcickas met at Town Hall at approximately 9:00 A.M. The Selectmen had informed Mr. Hart of this site walk and had contacted Peter and Kimberly Mears via letter to inspect their properties. Minutes were written and typed by Selectman Nelson.
9:10 A.M. Keith Harts’ Residence at 5 Crane Crossing Road
The board arrived at approximately 9:10AM. Mr. Hart met the Board in the driveway.
Selectman Nelson asked if the Board could inspect the property and he obliged. Introductions were made and the board started the site walk. It appears as though this is a working junkyard. Mr. Hart explained that he has been doing “collecting”, “for “YEARS”.
It appears that newer items have been put in place of the items found to be out of compliance at the last site walk. Mr. Hart acknowledged that he was probably out of compliance, and questioned what written complaints are on file. Selectman Nelson reminded him that it did not matter whom was complaining, but that he was out of compliance and needed to begin cleaning up his property. There was a discussion of state regulations as well as applying for a variance. The Board decided to send a letter to give the resident until September 30th to cleanup the property or enforcement action will be taken through its’ legal counsel.
10:00AM Kim Mears, Dog Kennel Issue
The Board inspected the runs and determined that there was no infraction with the number of runs based upon the decision of the Zoning Board of Appeals. Mrs. Mears explained that the “expansion” that the neighbors were talking about is the addition of roofs over the runs, which was done to shade the outside portion of the runs. The Board felt that this was consistent with other kennels. The Board inspected the turnaround and determined that the parking space for the kennels should be marked. This would also mark the turnaround area better, although it was obvious that this area was for turnaround. Mrs. Mears agreed to put up a parking sign.
Mrs. Mears began to tell the Board of the history of the road being not accepted by the Town, and how the Mears own the road and the neighbors (Gagne) blame them for the Town wide vote to not plow private Town roads. Chairman Harding cut her short and explained that we were there only for the complaints by the neighbors on the kennel use only, not to discuss the other civil matters they may be having with neighbors. The Mears explained that they were having the road graded and repack put down. The Board had no comment, this is their property, not the Towns.
Chairman Harding adjourned the site walk at 11AM. Second by Selectman Nelson. Vote: Unanimous.
