Safety Complex Committee
                                               Minutes of March 17, 2005


In Attendance:  Bob Bartlett, Chief Bill Ingalls, Chief Larry Streeter, Bob Donovan, Rick Daniels, Skip Mirriam, John Ulcickas, Norm Harding, Lynn Harding, Eileen Patterson, Steve Palmer, Horace Williams, John Owens.

The meeting was called to order at 6:45 PM.

New Discussion – Opened with discussion regarding obtaining an architect.  Rick Daniels distributed an information sheet containing information about local safety complexes.  The information was in regards to when the buildings were built, the cost, who built the building and architect.  Rick also spoke about some of the architects and what buildings they had built.  It was decided that Rick should make contact with 6 architect firms, and ask them to present their experience with building safety complexes at our next meetings. The six firms to be contacted are:  Samyn-D’elia of Ashland NH, HKT Architects of Somerville MA, Correll Associates, and the architects who built W. Newbury, Lee and Epping stations, (names not yet known).  

Time Line – Bob Bartlett issued a time line to give the committee a direction to follow.  It gave the committee an idea of all the things that need to be accomplished to be able to present a plan/warrant article.  The first step was taken by having selected architects to speak to the committee.

Available Land – A letter was read by Bob Bartlett regarding Estabrook proposal.  The plots of land that have been discussed at previous meetings were again discussed.  Advantages and concerns for each piece of land were charted.  Each location, with the exception of the Marden property, was considered convenient locations.  The Fitzgerald location had a concern about contamination, and the Marden property had concerns about wet lands and the politics of having to vote about town land (Peanut Trail).  The Estabrook proposal brought questions regarding the use/transfer of town land.  As of meeting time, there hadn’t been a response to inquires to Mr. Bearce.  Discussion followed concerning why the police station and fire station wouldn’t just be torn down and rebuilt on their sites.  It has been determined that both sites fall far below required square footage, and that neither site would be capable of housing both departments.  Each site has particular problems with expanding, the fire station cannot interfere with the Peanut Trail, and the police station has wetlands.
It was requested that we all be conscious of the fact that the land possibilities, are just that, possibilities.  We will present the community with the possibilities after the proposal has been settled.

Next Meeting – The next meetings will be held on March 31, and April 21, at the Central Fire Station.  We hope to have architects attending.  The committee will meet at 5:45 PM, with the architects starting at 6 PM.
