Meeting Minutes

  • Call to Order:  Acting Chairperson Sue Milner called the meeting to order at 7:04 PM.  Due to the inability of obtaining a physical presence quorum together with the time crunch of producing Town Day on October 3, Chairperson Annie Collyer declared this an emergency meeting to review and move forward on Newton Town Day.
  • In Attendance:  Bob Faghan, Sue Milner and Annie Collyer by phone.  
  • Introduction of Guests:  None
  • Approval of Minutes:  Milner made a motion, seconded by Faghan, that the minutes of August 17, 2015 be accepted as written.  The motion passed unanimously.
  • Security Cameras:  Collyer reported that Office Manager Mary Winglass said that the trenches are dug at both the town beach and Greenie Park, the shelves are installed and the cameras will be installed by the end of September.  She has asked that the cameras be brought to Town Hall.  Two of the cameras are at the Town Hall and the rest are in storage at the police station garage, where Derek will be able to have access.
  • Senior Activities:  Milner reported that the trip to Mt. Washington went smoothly except for some of the group being separated due to access to the second floor.  The food and entertainment were good.
  • Movie Night:  Collyer made a motion, seconded by Milner, that we spend $211.43 from the line item for Special Events 4520170 to move Movie Night to October 3, a premium night.  The motion passed unanimously.
  • Town Day:  Details of Town Day were discussed.  Milner has been following through with the requisitions approved by the Board of Selectmen on August 18 for Town Day.  
  • Collyer reported that Jaimie Bezanson and Wendy Takesian have agreed to help mentor the 5K success with their prior 5K experiences.  She has volunteers from the Girl Scouts and has reached out to the Key Club to help with the 5K registration and with the special games for children.  She noted that all volunteers 16 and under require parental consent per town policy.  Those 17 and over need to have background checks.  She will check with Melissa and Amelia, the Girl Scout leaders, as to whether the Scouts can provide their background checks.  If not, they will need new ones.  There is also a volunteer from the High School that she has advised of the volunteer policy, and is waiting to hear whether he is 16 or under, or is a SRSD employee with background checks already.  The BOS will have to approve any exceptions to current background checks for 17 and over.
  • Faghan said that both children of Lion's Club members and Empower Martial Arts students are willing to volunteer to help, and he will make sure they obtain the consent on the forms Collyer will email him.
  • Faghan reported that there are currently 6 paid craft vendors, with 7-8 more who have recently said they want to participate.  Water access is a question outstanding for a pottery vendor who wants to do a demo.  There are also 5-6 business sponsors, who will have names on a banner that should cost about $75, and notice on Facebook and in the Carriage Towne News, as well as throughout the day, for their support.  He reported that he now has approved forms for food vendors, and the Lions are planning a food table at cost.  
  • Milner said that some of the events like the Bungee Trampoline, the bouncy house and the movie will need electricity of 20 Amps.  She will check with the police on just what is available.
  • Milner is working with Winglass on making sure the area is mowed for the event and Town Administrator Nancy Wrigley is arranging with Dragon Mosquito to treat the area prior to Town Day.  
  • Milner said she is awaiting the invoice for portapotties from town vendor Triangle, and will check on the Sound Engineer invoices.
  • Collyer said Selectman Ex-Offico Burrill is arranging for bands throughout the day, and he will have more information for the next meeting.
  • Collyer said that several town organizations are also planning booths and events.  
  • Faghan said that the forms and requirements being needed by the Town of Newton are more arduous than those used by other towns.  Collyer said that forming a Friends of Recreation for subsequent years will help to alleviate some of the town liability and make future events less difficult to produce.
