Meeting Minutes
October 21, 2010
1. Call to Order: The meeting was called to order at 7:06 pm with the following members in attendance: Matt Muskratt, Pauline Dupuis, Rick Bailey, and Ray Thayer, BOS ex Officio. Minutes were transcribed by Lisa Babcock.
2. Reimbursement of Receipts: Bailey moved to reimburse Holden for 2008 and 2009 receipts in the amount of $124.71 from the checking account and $487.99 from the 2010 budget and $36 from the senior programs warrant for the 2010 receipts. The following receipts were rejected: a receipt dated 6/12/2010 in the amount of $14.75 because the receipt is hand written and a receipt for $1.98 because it had no date. Second by Thayer. Motion carried 3-0-1 with Thayer abstaining.
3. DES application: Thayer filled out the Request for NH Heritage Bureau Database Check for that is required for the minimum impact expedited. There is a $25 application fee.
Motion by Dupuis to pay the Heritage Bureau application fee of $25 out of beach supplies. Second by Bailey. Motion carried unanimously.
4. Senior Trip: Dupuis organized a trip to Indian Head resort for a Christmas Extravaganza for December 2nd. There is approximately $2,656.11 left in the senior programs budget. Dupuis suggested that the trip be free for Newton Residents. The event includes a show and a buffett which costs $32 per person. Indian Head will provide 3 complementary meals for chaperones and the bus driver.
Motion by Bailey to pay for up to 45 residents at $32 per person for a total of $1440 and up to $1000 for a coach bus for a senior trip to Indian Head on December 2 out of the senior programs budget. Second by Thayer. Motion carried unanimously.
5. Other Business: Dupuis said she felt the fall fair was a waste of money and that the event only benefited a few residents. She suggested not doing the fair and instead investing in items for the park such as the skate park and constructing an ice rink by flooding the field or the tennis court.
Muskratt said he didn't think that expanding the skate park was a good idea but liked idea of building an ice rink.
A representative from the skate park and the police department are planning to attend the next meeting. Thayer said he would not be available for the next meeting due to candidate's night.
Trash at Greenie Park: Thayer will ask the selectmen to remind the road crew about emptying trash barrels at Greenie Park once per week and will ask about emptying barrels at the beach in the summer.
Sand for Town Beach: Bailey suggested moving quickly on getting the sand if the DES application is approved so that the sand can be paid for out of the 2010 budget.
Signs: Bailey informed the commission that a boy scout is working on getting new "Welcome to Newton" signs for his eagle project.
Basketball: Muskratt said that the town of Newton works in conjunction with Kingston and Fremont to provide a basketball program over the winter. The secretary will return the e-mail that Newton is not interested in an outside program.
Tables at Beach: Thayer said the tables will be installed at the town beach over the weekend.
Adjournment: The meeting was adjourned at 8:30 pm.
