1. Call to Order:
Chairman Rick Bailey called the meeting to order at 7:50 pm with the following members present: Chairman Rick Bailey, Treasurer Nancy Slombo, Member Deborah Holden, and Alternate/Secretary Lisa Babcock.  Minutes were transcribed and typed by Lisa Babcock.

Bailey appointed Babcock to stand in for the evening.

2. Greenie Park Field Maintenance Bids:
The Commission discussed putting the field maintenance for Greenie Park out to bid.  Babcock will submit an ad to the Eagle Tribune and Carriage Town News inviting bids.  Bids will be due no later than December 4th.  The credit card will be used to pay for the ads.  The ad should ask contractors to contact the town hall; the specifications for the bid will then be faxed to them. The secretary will discuss the details with Nancy Wrigley.

Bid packages will also be sent to Screamin’ Green, the Greenskeeper, and DeFillipo.

3. Thank You Letters for Fall Festival and Halloween Party:
The Commission reviewed the list for Fall Festival thank you letters.  Bailey will e-mail the language for the Halloween Party thank you letter to the secretary.

4. Vacation Week Event:
The Commission discussed holding an event for the Christmas vacation week.  Holden suggested a movie night at Cinema 95 in Amesbury. She will contact the cinema to arrange it.

Bailey moved to spend up to $500 to hold a movie day or movie night at Cinema 95 in Salisbury over the Christmas vacation week.  Slombo second. Motion carried unanimously.

5. New Phone Number and E-mail Address:
Recreation now has a phone extension and e-mail address.  To call – dial the main number 382 – 4405 and extension 13.  The e-mail address is recreation@townofnewton.com

Bailey said that the phone number and e-mail address should be included on all correspondence. He also suggested sending something to the school to see if parents want to sign up.

6. 2009 Calendar:
Tabled until next meeting.


7. Raffle Money:
The Commission discussed what to do with the $181 received in raffle money at the Fall Festival.  There was also a check for the Girl Scouts for $5.00 which was a donation by a resident.

The Commission wanted the money to go to organizations that helped with the event and determined that the Girl Scouts and Cub Scouts offered the most help from organizations.  Bailey recommended sending $45 to the Cub Scouts and the balance to the Girl Scouts (since there were about 3 Girl Scout troops represented and 1 Cub Scout troop).

The Cub Scout donation should be sent to Paul Taylor and the Girl Scout donation should be sent to Yvette Nicol. The secretary was directed to get two money orders and take any fees from the raffle money.

8. Logo Contest:
The Commission discussed the small number of entries for the logo contest (4). Holden suggested contacting the high school art department to see if any students are interested in submitting a design.  She will contact the school. Babcock will contact Kingston Recreation to ask how they ran their logo contest.

9. LWCF Grant:
The Commission was unable to submit the entrance form on time, and will not be applying for the grant this year.

10. Bills:
Babcock will check with the bookkeeper to see if Westville Grand Rental had received payment for the moon bouncer ($220).

Bailey submitted receipts for the Halloween Party in the amount $573.  

Slombo moved to pay $573 to Rick Bailey for the Halloween Party. Second by Holden. Motion carried 3-0-1 with Bailey abstaining.

A bill was received from Screamin’ Green for additional mowings.  These were to be paid by NBSA.  Bailey directed the secretary to forward the bill to NBSA with a note saying that per agreement the October mowings were to be paid for by Newton Baseball (cc Rick), the Recreation budget line is depleted – if there are any questions they should contact Rick.
 
11. Other Business:
a)      The 11/26 meeting is cancelled; the next meeting will be held on 12/10.
b)      Holden said that Recreation is accumulating a lot of items (for the various events) and would like to purchase some clear storage bins – approved.
c)      Babcock said her keys did not work for some of the shed doors at Greenie Park.  Bailey directed her to contact NBSA and ask if the locks had been changed and to get the additional keys.  Recreation currently does not have access to the room with the sprinkler system or the inside storage closet.
d)      Bailey informed the members that Bill Landry is conducting a safety audit of the town buildings and recommended purchasing a fire extinguisher for the town beach shed – especially because of the charcoal grills.
e)      Bailey said he had been speaking to Raymond Recreation – they have a system whereby all programs are self-funded. He will ask for further information.

12. Adjourn:  
Bailey called the meeting adjourned at 9:20 pm.
