 Call to Order, Roll Call Vote
Chairperson Peter Mears opened meeting at 7:38pm   ~ in attendance; Sandy Estabrook, Trisha McCarthy, Selectman Liaison Lisa Gonyer.  Minutes were transcribed and typed by Trisha McCarthy

Guest: Berton T. Lombard, Jr, from 9 Steep Hill Dr & Marilyn Weyland,

Mr. Lombard discussed the fill being brought in to 9 Steep Hill.  Lombard explained in 2014 he contacted the Town Assessor regarding his lot and at the time his Tax Map was changed due to a Drainage Easement. Lombard has an approval for a new septic system (plan dated 9/9/11).  His system has not failed, however its remaining life is short.  Conservation explained their concern is the fill that has been brought in and the potential for the lot to plummet into the wet land at the lower end of the lot.  Lombard explained he was unaware he had wetlands on his property and further explained he had check with the Town about his plans for the alteration of the terrain, and was told it was okay. Conservation questioned if the fill being brought in was clean.  Lombard produced a document from Charter Environmental, 560 Harrison Ave., Boston, showing the fill came from Spot Pond in Stoneham and is clean.     
 
Conservation’s only request is a copy of the report from DES’s site walk, scheduled for 5/6/16 and will follow any suggestions/guidelines made by DES.
Correspondence:   
  • Notice of Decision for a conditional use permit for an internet retail operation. Newton Planning Board granted the conditional-use permit for one car for sale on the property of Richard A. Fedas, 3 Puzzle Lane, unit 1 (Tax Map #14, Block #1, Lot #27-4).
  • Certificate of Liability Insurance for Nancy & Bill Slombo.  The Slombo’s help maintain various Conservation Properties by mowing grass.
  • DES Wetland’s Permit #2015-02486 for a culvert on the banks of Country Pond. Tax Map ROW/Lot No N/A
  • NHACC invoice #1340, for Annual Membership Dues for 2016.  $333.00.  Estabrook motion to pay, second by McCarthy, all in favor.  
  • Letter from Ralph Spencer re: Map 12, Lot1, Sub section 1.  Mr. Spencer was wondering if Conservation Commission would be interested in his small parcel that is land-locked.  The land does not connect with any other conservation parcel.   Conservation commission will contact Mr. Spencer to advise.

Other Business:
  • Estabrook & McCarthy attended a Saving Special Places Workshop in Brentwood Community Center.  McCarthy paid $35.00 for both to attend and requested to be reimbursed. Mears motioned to reimburse McCarthy, second by Slombo, all in favor.
 
  • McCarthy requested to be reimbursed for the Earth Day Water Bottles. McCarthy didn’t have bill with her, but it was in the area of $204.00. Slombo motioned to pay McCarthy, second by Estabrook, all in favor.  
  • Mears met with Joe Freeman on the Currierville Property on April 23rd to determine the potential for thinning and cutting, according to Best Management Practices.  Mr. Freeman is a Forrester from East Kingston, NH. Waiting to receive paperwork from him.
  • McCarthy made motion to purchase newest version of NH Statute Land-Use Books for the Conservation Commission, second by Estabrook and all in favor.   



Slombo moved to adjourn at 8:40. ~Second by Estabrook with a unanimous vote.
