Present: Chairmen Peter Mears,
Pat Wonson, Mary Anne Lapierre and Trisha McCarthy

Meeting Started:  9:30am at Puzzle Lane (4-1-27-4) Newton, NH This meeting is in response to a DES Alteration of Terrain Permit.

Having a quorum present, Chairman Peter Mears, called the meeting to order at 9:30am  Owner of property (Coleman) was not available for walk, but gave permission to Selectman McCarthy to conduct site walk on the property.

  • The Newton Conservation Commission observed silt fences around the wetlands that have been repaired and/or replaced within the last two weeks.  It was discussed that the conservation commission appreciates that work on the silt fences had started but observed the best management practices were not used in all areas of the silt fences. (Silt fences should be submerged into the ground 6” in order to insure erosion control.)  Owner should have the silt fences corrected according to proper  DES standards.
  • Conservation Commission observed piles of material on property that included building construction debris, asphalt, concrete and rubbish.  Based on the contents of this material, it did not all come from this site.  Con com is concerned about the disposing of this foreign material, now that it is on site, (and in the middle of the aquifer),  and don’t want it buried on site. The sifter machine has been moved to a different location on the site and appears to be in use.  Conservation commission would like clarification on this machine and its use.  
  • There was a large pile of stumps on property and concern of where these will go.   Would like to see invoices showing the stumps were hauled out of the subject property and not buried in the aquifer. .
  • Huge hole dug on the border of the Lewis’ 55+ Community.  Would like to know what is happening there?  There are no silt fences or hay bays and appears to be in the no cut buffer.  Would like to know what is happening in the location and the purpose of the hole.  The hole is so deep that conservation commission observed standing ground water. (note there had not been any recent rain).
