Recreation Commission Minutes 03/08
    PARKS AND RECREATION COMMISSION
PUBLIC MEETING MINUTES
March 11, 2008

A business meeting of the New Durham Parks and Recreation Commission was called to order at 6:10 PM at the New Durham Elementary School in the teacher’s lounge located on Main Street.

Present:
Jessica Bailey, Director
Sheri Joy, Chairperson
Marcia Berry, Treasurer
Lucinda Erwin, Commissioner
Paula Gehl, Commissioner
Nancy Baver, Commissioner
Dwight Jones, Commissioner

Employee Reports:
Laura McCarthy’s report was discussed.  Non one had any questions or concerns with the report.  Jessica stated that Laura had listened to her suggested changes.  It was stated that she needs to be firmer with people to get the paper work in on time.  

Fees:
Jessica Bailey explained that the fees for non-residence for the swim program have been increased to $5 more than residence, with the exception of those with three or more children.  

CPR Classes:
Sheri Joy stated that she had received a letter from Kevin Jenkes concerning giving CPR/AED classes.  Marsha Berry’s daughter also has someone at the hospital she works at that might be able to give the class.  Motion by Sheri Joy, second by Nancy Baver for Jessica to investigate further and try to schedule class for April.  Vote was unanimous.

Easter Egg Hunt:
Next on the agenda was a discussion about the Easter Egg Hunt.  It was agreed that doing it at the ball park would not be possible this year due to snow and mud.  The decision was to have it at the school and to have a flashlight egg hunt.  There will be three age groups, 4 and under in the cafeteria at 9 AM, 5-6 in the gym at 9:30 AM, and 7-8 in the library at 10 AM.  The idea of having the Easter Bunny there to have pictures taken with was also discussed.

Baseball Field Opening Day:
Opening Day Ceremony was next on the agenda.  The decision was made to have it on Sunday, May 4th.  There will be hot dogs, hamburgers, soda, chips, & sno-cones.  Jessica stated that they need certificates to give to the children who participate in the home run derby.  Suggestions for events for the day to include a softball game and Frisbee baseball.
A signed Red Sox ball has been donated to be raffled off.

Walking Path Update:
Sheri Joy has made contact with the Fish & Game about the walking path and is hoping to hear when they will be released.  

Retaining Wall:
The retaining wall will be discussed at the next meeting.

Beach Sand Permit:
The beach sand permit is in the works.  A CAD drawing is needed and the application is ready to be sent.

Creative Kids Program:
The Creative Kids Summer program was discussed.  Laura McCarthy’s proposal for this year is similar to last year’s program.  The discussion of planning more trips for the children took place.  Also there was a discussion on whether or not to increase the weekly cost from $75 to $85 a week, with no further charge for the weekly beach trip.  Extra would still be charged for the bigger trips.  Sheri Joy said she would like to have a drive-in movie night, but research needs to be done to find out if a viewing license would be needed.  The commission has asked Jessica Bailey to contact LGC to find out if a license would be required.  Motion by Sheri Joy, second by Marsha Berry to increase weekly daycare to $85 with no additional fee for the two trips each week to the beach.  Vote was unanimous.

Recreation Sign:
A trailer for the sign was next on the agenda.  Motion by Nancy Baver, second by Dwight Jones to purchase a 4 x 8 trailer for approximately $300.  Vote was unanimous.

Time Clock:
Jessica Bailey explained to the commissioners that she had to return the time clock because the one they received was the kind that has to be connected to the computer at all times.
Administrative:
·       Jessica Bailey submitted invoices for signatures of the commissioners.

·       Jessica has been contacted by someone who would like to set up a lunch truck at the ball field for the baseball season.  The commission agreed that Jessica should move forward with it.

·       The commission agreed to sell Jessica Bailey the older computer for $1.

·       Nancy Baver handed in her letter of resignation from the commission.  This was accepted with regret and Sheri Joy will pass the letter on to the Board of Selectmen.

·       New positions will be reassigned at the next meeting.

·       Two letters have been received for positions on the commission, one from Wendi Fenderson, the other from Krystn Bernier.  The committee agreed to accept both as new members.

·       Jessica Bailey asked Sheri Joy if she could have Sheri’s permission to place personal information on the web site.  A group photo was taken to be placed on the web site.

Dwight Jones was excused from the meeting at 7:38 PM.

Non-Public Session:
Motion by Sheri Joy, second by Lucinda Erwin to enter into non-public session under RSA 91-A 343 2a-R.  Roll Call, Nancy Baver- Aye, Paula Gehl – Aye, Marsha Berry – Aye, Lucinda Erwin – Aye.  The    commission went into non-public session at 7:42 PM.
Discussion ensued re personnel issues, incident reports, and certified letter response.

Motion by Sheri Joy, second by Marsha Berry to return to public session.  Vote was unanimous.  The meeting returned to public session at 7: 52 PM.

Motion by Nancy Baver, second by Paula Gehl to approve a $.25 per hour raise for Jessica Alba effective immediately and subject to performance review, an additional $.25 per hour in three months.  Vote was unanimous.

Other Business:
Jessica Bailey asked the commission to eliminate a particular permission slip now used by Laura McCarthy because she feels it is not being used properly.  The commission agreed to eliminate it.

The next meeting is scheduled for April 8th, 2008 at the New Durham Elementary School in the teacher’s lounge at 6 PM.

Approval of Minutes:
Motion by Nancy Baver, second by Lucinda Erwin to accept the minutes of February 12th as written.  Vote was unanimous.

Motion by Marsha Berry, second by Sheri Joy to adjourn.  Vote was unanimous.
The meeting was adjourned at 8:03PM.
