PARKS AND RECREATION COMMISSION
PUBLIC MEETING MINUTES
April 8, 2008

A business meeting of the New Durham Parks and Recreation Commission was called to order at 6:10 PM at the New Durham Elementary School in the teacher’s lounge located on Main Street.

Present:
Jessica Bailey, Director
Sheri Joy, Chairperson
Marcia Berry, Treasurer
Kristyn Bernier, Commissioner
Paula Gehl, Commissioner
Wendi Fenderson, Commissioner
Dwight Jones, Commissioner

Employee Reports:
Laura McCarthy’s report was discussed.  Sheri Joy asked about the cell phone code and Jessica Bailey explained that the cell phone was the one used last summer for the beach and Kristen Gelinas is the only one who knows the code to access the voice messages.  The issue of a computer for Laura was discussed and Krystn suggested finding out if there were any surplus computers available through the Town.

Welcome:
Sheri Joy and the other commissioners extended a sincere welcome to the two new members, Wendi Fenderson and Kristyn Bernier.

Director’s Report:
CPR Classes:
Kristyn Bernier stated that Terry Jarvis used to give the CPR class for free and she is concerned as to how the new Ethics Policy might interact with ethics involved with charging for the class using a Town facility and with a town employee conducting the class.  She is going to contact Terry Jarvis to discuss the possibility of her teaching the class.

Baseball:
The American Legion would like to use the field again.  They will assist in set up and end of season break down.  Sheri asked what this would include.  Jessica stated that last year they set the bases and limed the base lines.  Kristyn asked if there was a fee charged to other teams using the field.  It was explained that each team pays for one referee on the field and a portion of the adult softball fee goes to help defray costs.

Telephone fees:
Telephone fees have gone up.  Sheri asked Jessica why she still needed the Blackberry if she now has a laptop computer.  Jessica explained that the only place she can access her e-mail is at the Town Hall.
Movie Licensing:
Jessica explained that individual licensing is required to show a movie in any educational facility.  An umbrella license would cover if they showed movies at the library.  Given information as provided by Principal Reed, Sheri stated that Laura McCarthy cannot show movies in the daycare until the matter is resolved.  There was a discussion on holding a drive-in movie night.

Port-O-Potties:
There will be one handicap and one regular port-o-pot set up at the ballfield and one handicap one set up at the beach.

Baseball Field Maintenance:
Sheri reported that she had talked to Mark Fuller and he stated that the highway dept. had plowed down at the field to get the ice out of there.  He is going to try to get down to the field soon to get the rocks out.  The commission needs to contact the guardrail people and they will need about 200 ft of guardrail. This project needs to be co-ordinated with Mark Fuller.   The fence people need to come in and cut the fence back on the corner.  Mark Fuller is going to be contacting Bob Hamilton about the flagpole.  

Baseball Field Opening Day:
Opening Day Ceremony was next on the agenda.  Jessica reported that she had received complaints about the date selected because of First Communion Sunday.  The decision was made that the date of May 4th will still be opening day.  Sheri stated that the Boy Scouts did a great job on their color guard presentation at the Town Meeting and the commission is going to ask them to do the same on Opening Day.  Jessica has been asked to get in touch with Taylor Rental to reserve a sno-cone machine.  The commission is going to put together a menu and shopping list for Jessica.

Time Clock:
Jessica Bailey gave the commissioners print outs on the cost of several different time clocks.  Motion by Sheri Joy, second by Dwight Jones for Jessica Bailey to purchase the Lathum 1500E plus electronics time clock and cards from Staples.  The vote was unanimous.

Administrative:
·       Cathy Allyn has asked if it would be possible for the Creative Kids to do their six-week reading program at the library.  She has also expressed that the library would like to help co-ordinate Parks & Recreational events with library events.
·       Jessica Bailey submitted invoices for signatures of the commissioners.
·       Jessica submitted Laura McCarthy’s purchasing request for the summer program.
·       Paula Gehl has suggested that an events calendar should be made up for the entire year to make it easier to prepare for all events.

Dwight Jones was excused from the meeting at 7:23 PM.

·       Jessica will be ordering uniforms and hats by Friday.  The batting cage needs to be put up.

·       A discussion about holding a town wide yard sale ensued.  Also Sheri Joy expressed that the commission needs to schedule a senior event.
·       The next discussion involved the matter of late fees being charged for late sign up to join sports teams.  Sheri stated she did not feel a late fee was right for sign up as they have no set deadlines.  She agreed that a late fee should only be charged if the registration fee is not received in a timely fashion and the parents have not made previous arrangements to make time payments.
·       Two players on the Babe Ruth team have made it into the National Babe Ruth Best Players book, Philip Erwin and Willie .  They should be recognized on Opening Day and also should be written up in the Baysider.
·       Motion by Marcia Berry, second by Sheri Joy to appoint Bob Chase as the Babe Ruth representative of New Durham.  Vote was unanimous.
·       Bob Santoro told Sheri Joy he will pay to get the sign fixed.
·       Sheri received complaints from some of the sponsors of the basketball season that they did not receive free advertisement for their money because there were not enough teams.  It was agreed by the commission that letters will be sent out to those sponsors informing them of what happened and that they will receive sponsoring for free this year.

Non-Public Session:
Motion by Kristyn Bernier, second by Wendi Fenderson to enter into non-public session under RSA 91-A:3 II(c).  Roll Call-  Paula Gehl – Aye, Marsha Berry – Aye, Sheri Joy – Aye, Wendi Fenderson – Aye, Kristyn Bernier – Aye.  The commission went into non-public session at 7:46 PM.
Discussion ensued re financial report for daycare and incident reports.

Motion by Sheri Joy, second by Marsha Berry to return to public session.  Vote was unanimous.  The meeting returned to public session at 8:06 PM.
No decisions were made in the non-public session.
Motion by Marsha Berry, second by Sheri Joy to adjourn.  Vote was unanimous.
The meeting was adjourned at 8:07 PM.
