Recreation Commission Minutes 06/08
PARKS AND RECREATION COMMISSION
PUBLIC MEETING MINUTES
June 18, 2008

A business meeting of the New Durham Parks and Recreation Commission was called to order at 6:08 PM at the New Durham Elementary School in the teacher’s lounge located on Main Street.

Present:
Jessica Bailey, Director
Sheri Joy, Chairperson
Dwight Jones, Commissioner
Krystn Bernier, Commissioner
Wendi Fenderson, Commissioner
Paula Gehl, Commissioner

Absent:
Lucinda Erwin, Commissioner
Marcia Berry, Treasurer

Boy Scouts:
Cameron Quigley, a representative of the boy scouts met with the commissioners to explain what they would like to do down at the ballfield, ie the stairs.  He explained that Middleton Supply is giving them everything for free except the treads.  He explained that the boy scouts are going to be having a fund raiser, ie a car wash.  It will take about 8 days to do the work.

Employee Reports:
Laura McCarthy’s report was discussed.  A discussion ensued on the use of the time clock.  Jessica Bailey asked if this issue could be re-addressed when April Whittaker was present.  The problem seems to be confusion on who should use the time clock and who should not.  Motion Dwight Jones, second Krystn Bernier to have all the day care workers continue to use the time clock. Vote was unanimous.

Director’s Report:

Cell Phone:
The issue of the Blackberry internet being necessary on Jessica’s cell phone was addressed.  Jessica explained that the majority of her correspondence to other towns is through e-mail.  Krystn Bernier stated she felt the blackberry was an unnecessary expense.  Jessica explained if the commission cut her stipend back to $20 a month , she would have to give up the Blackberry and have to have internet service installed in her home in order to keep up with e-mail.  Dwight Jones’ past experience confirmed the necessity for ongoing communication between towns. The discussion also covered the best way to post the schedules and any changes made to the schedule.  It was decided that Jessica and Laura McCarthy should talk to Barbara Reed about hooking up the recreation department computer to the school’s internet and the matter would be decided at the next meeting after the commission hears what Barbara Reed had to say. The commission has asked Jessica to provide them with information on all the phones and stipends for phones that are provided by the Recreation Department.

Closing Ceremonies:
Closing ceremonies will be held on June 30th at the school gymnasium.

Sponsorship:
Sponsorship packages for the soccer season was discussed and reviewed and approved.

Craft Fair:
Krystn Bernier has volunteered to run the craft fair with Sherri’s assistants .  All details will be passed on to Jessica Bailey as a backup.  Other commissioners also stated they would pitch in and help where needed.

Basketball Court:
Jessica asked the commission’s permission to obtain the information necessary to determine the cost of converting half of the basketball court into a volley ball court.

Dwight Jones was excused from the meeting at 7:45 PM

Port-a-Potties:
The commission would like to have the port-a-potties placed at the beach for public use and the trash cans put in place.

Yoga Classes:
Jessica Bailey proposed summer Adult Yoga classes.  Details were discussed and Jessica was entrusted with making sure the program was a money in, money out.  The program details were accepted as presented.

CPR Classes:
Krystn Bernier will contact Terry Jarvis about setting a date for the classes.

Summer Activities:
Volley ball will be excluded from the summer pamphlet as there is a question of the volley ball court being done in time.  It was discussed that this season’s soccer youth program will require parental volunteers for the concession stand.  Any public complaints from this decision should be presented to the commission during the citizen’s forum portion at any future Parks & Recreation meetings.  In discussing Creative Kid’s Club summer trips, it was reiterated that any additional residence who wish to participate would be an individual fee which would cover transportation and/or ticket only, CHILD CARE IS NOT INCLUDED.   Jessica Bailey will contact Lucinda Erwin for a date for the team dance.   A senior event will be added to the pamphlet before being mailed.  All other activities on the pamphlet were approved.




Brochure:
Max Crowe, New Durham Library, will be heading up a project for a town wide brochure to be distributed every four months.  The first brochure will include September through December 2008 and will include all New Durham departments and the Explorers Club.

Beach Staff:
Jessica Bailey has hired summer staff for swimming lessons and beach attendant.  Wages were placed on a sliding scale according to qualifications.

Trailer Sign:
The sign will be chained to the guard rail in the back parking lot of the Town Hall.  

Non-Public Session:
Motion by Sheri Joy, second by Krystn Bernier  to enter into non-public session under RSA 91-A:3 II(c).  Roll Call-   Paula Gehl – Aye, Sheri Joy – Aye, Wendi Fenderson – Aye, Krystn Bernier – Aye,.  The commission went into non-public session at 8:40 PM.
Discussion ensued concerning a complaint letter received by the commission, employee contract, and accident/incident reports.
Motion by Sheri Joy, second by Krystn Bernier to return to public session.  Vote was unanimous.  The meeting returned to public session at 9:20 PM.
No decisions were made in the non-public session.

Motion by Paula Gehl, second Sherri Joy that Laura McCarthy’s wages be immediately increased from $450 to $455 a week and that disability insurance will be included in her benefits upon signing of new contract.  Vote was unanimous.

Criminal Background Check:
Krystn Bernier will be putting together an outline for discussion on creating a background check policy for the Parks and Recreation Department.

Motion by Sherri Joy, second Paula Gehl to adjourn. Vote was unanimous.
The meeting was adjourned at 10:00 PM.
