Board of Selectmen Minutes
Municipal Office Building – Selectmen’s Meeting Room
June 9, 2009                                                                                            7:05 p.m.


Present:        Board of Selectmen:  Chairman E. Bernard Plante, Joseph F. Coggans, Jr., Kenneth I. Schold, Francis B. King, Brian W. Stowell.   

Robert Spain, Town Manager, Edd Cote, Millbury Police officers, Diane Lewos, Tom Reilly, The Millbury-Sutton Chronicle, and concerned citizens

Chairman Plante opened with the Pledge of Allegiance

TGI Friday’s-Change of Manager- Atty Terry Schwab spoke for Mrs. Stephanie Eichler, she has worked 6 years at Fridays and is tips certified.  
Motion made by Selectman King to approve the Change of Manager, seconded by Selectman Schold.
Motion carried unanimously.

New Drainlayer-Jim Lunjggren: He would like to do tie-ins for new section near Sutton lines.
Motion made by Selectman King to approve the new drainlayer, seconded by Selectman Schold.
Motion carried unanimously.

New Drainlayer-Allan Wilson- He is doing a house on Burbank Street and would like to tie in.  Motion made by Selectman Schold to approve the new drainlayer, seconded by Selectman Coggans.
Motion carried unanimously.

One Day Liquor License-VFW Ladies Auxiliary
June 30, 2009 at VFW Pavilion.
Motion to approve the one day license made by Selectman King, seconded by Selectman Schold.
Motion carried unanimously.

Charter Bankruptcy-Mr. Spain spoke regarding Charter reorganizing under a new corporate entity under the FCC rules.  He recommends the transfer according to the Form 394.  It does not change any terms of our agreement.  
Motion made by Selectman Coggans to approve the transfer seconded by Selectman Schold.
Motion carried unanimously.

Acceptance of Emergency Management Agency Donations:  Names read of people who donated.
Motion made by Selectman King to accept the donations, seconded by Selectman Schold.  Motion carried unanimously.

Selectman King motioned for the Board of Selectmen to appoint one sergeant, seconded by Selectman Coggans.  Motion carried unanimously.
Sergeant Interviews:  The following two candidates qualified for the position of sergeant:  Officer Brian Lewos, Officer Frank Piscatelli. Both candidates were interviewed separately and asked two questions each by the Board.
Both candidates were put into nominations and Chairman Plante asked for a voice vote.
Selectman Stowell-Brian Lewos; Selectman King-Brian Lewos; Selectman Schold-Brian Lewos; Selectman Coggans-Brian Lewos; and Chairman Plante-Brian Lewos.
Motion made by Selectman King to appoint Brian Lewos as Sergeant of the Millbury Police Department, effective July 15, 2009 seconded by Selectman Stowell.  
Motion carried unanimously.

Previous Meeting Minutes
Motion made by Selectman Schold, seconded by Selectman King to approve the minutes of the Tuesday May 26, 2009 meeting.  
Motion carried unanimously.

Motion made by Selectman Schold, seconded by Selectman King to approve the executive minutes of the Tuesday May 26, 2009 meeting.  
Motion carried unanimously.

Town Manager Report
Town Planner Laurie Connors is asking the Chairman or Vice-Chairman to sign a letter of support to place Greenwood St/McCracken Road on the TIP.  
Motion to have Vice-Chair sign letter made by Selectman King, seconded by Selectman Schold - Chairman Plante recused himself.  Motion carried 4-0-1.

May tonnage was 256.7 at Wheelabrator.   We should be getting some funds back.

Word from National Grid is that they have filed for a 17 ½ % rate increase.

Appointments
Mr. Spain has appointed Sean Corey to the Bicentennial Committee.  
Motion made by Selectman Stowell to concur with the reappointment seconded by Selectman Coggans.  Motion carried unanimously.
We are trying to have no taxpayer funds used for this celebration.  They are well on their way to organizing and getting things together.

Mr. Spain has appointed Ron Marlborough as the Cemetery Commissioner and Fran Pearson as the clerk.

Motion made by Selectman Stowell to concur with the reappointment seconded by Selectman King.  Motion carried unanimously.

Mr. Spain has appointed Matt Belsito as the Emergency Management Director.  
Motion made by Selectman Coggans to concur with the reappointment seconded by Selectman Schold.  Motion carried unanimously.

Mr. Spain has appointed Mike Sciascia to the Emergency Management Agency- Auxiliary Police.
Motion made by Selectman Schold to concur with the reappointment seconded by Selectman Stowell.  Motion carried unanimously.

There will be a Special Town Meeting held on Tuesday, June 23, 2009.  There will only be five   Articles on the Warrant.  Based on Finance Director’s calculations $230,000 saved by going to one health provider.  That money and police money not used for a lieutenant will be used to save some reduction in force.  We went from 8.8 to 5.1 fte losses.  Two people will still lose their positions.  If any more money comes in we will change at the last minute if necessary.    Please come to Town Meeting-we need people there.  Several teacher jobs are being restored at the school as well.  The scope fire truck cab needs to be fixed, so we need money for that.


Mail  
Public Notice regarding herbicide spraying for poison ivy on all public ways in town on or about July 13-Sept. 25, 2009-not every day.

Vacancies on the various boards/committees were read.

Old Business
Selectman Stowell wanted to mention that Graduation went great.
Track and Softball, school band all did very well.  Every team at our school made the districts.

Two proclamations were read for teachers, Linda Simulavich and Linda Oroszko, Ed.D.

Citizen Speak
Mr. Bianculli spoke as a concerned veteran regarding the monument.  It was made in China, carved by a Chinese artesian.   He served in the Korean War.  He is asking the Selectmen to withdraw their application for the memorial.
Mr. Lachance echoed Mr. Bianculli’s statements as a WWII veteran.

Ann Lewandowski-she attempted to get a citizens petition on the warrant for the garbage.

Motion by Selectman Coggans to look into the monument issue seconded by Selectman Schold.  Motion carried unanimously.

Mr. Spain will call the people who made the memorial and get the correct information.  

We need to appoint a patrol officer and need to hold a special meeting sometime this month.  It was agreed on June 30, 2009 at 7:00 p.m.

Motion made by Selectman Coggans, seconded by Selectman King to adjourn at 8:35 p.m.  Motion carried unanimously.
