A special meeting of the Millbury Planning Board was held on Monday, February 5, 2007 at 7:00 p.m., at the Municipal Office Building, 127 Elm Street, Millbury, MA, for the purpose of discussing proposed zoning articles for the May 2007 Town Meeting.
Present: Anna Lewandowski, William Borowski, Richard Gosselin, Brian Stowell.
Absent: Rusty Valery
The Board discussed the proposed revisions to the bylaw.
Section 46.2.3: The Board discussed size of the accessory dwelling at length and ultimately agreed to 675 square feet.
Section 42.5.1: Intervals were set at one foot.
Section 42.6.1: The Board wanted to ensure that the site would not be cleared and required 50% of the land to be preserved for open space.
Section 42.6.5: After lengthy discussion, the Board agreed to replace the word “roadway” with “access way”. The language will be enhanced regarding ownership of improvements.
Section 42.6.7: Parking spaces shall be .7 spaces per dwelling unit to provide sufficient parking.
Section 42.9: The Board agreed that they wanted buildings as close as possible due to physical limitations of residents.
Article: To allow a member to vote if absent from one session: This will be applicable to all adjudicatory hearings opened on or after the effective date of town vote.
Section 16-3: Stormwater Management: Language will be added to require practices that will prevent increase in stormwater and groundwater flow from new and redeveloped sites impacting abutters. Section 6 was revised to allow for review by town counsel. Section 7 was revised to include contours at one foot intervals. Section 9 shall include surety provisions.
Other Business:
· The Board agreed to advertise for the vacant associate member position.
