The regularly scheduled meeting of the Millbury Planning Board was held on Monday, June 27, 2011, at 7:00 p.m., in the Municipal Office Building, 127 Elm Street, Millbury, MA. Chairman Richard Gosselin presided.
Present: Gary Schold, Richard Gosselin, Anna Lewandowski, Paul Piktelis, Associate Member Edd Cote.
Absent: Jeffrey Markarian
7:15 p.m. 23 Lincoln Avenue Extension Public Hearing, cont.
David Lavallee was present and reviewed the revisions to the plan. The sewer easement has been added, pipes are at corners, the proposed well is identified and he is working with the Fire Chief on pressure and water flow. The closest fire hydrant is at the base of the hill.
There was no public input.
Motion by Gary Schold, seconded by Anna Lewandowski, to close the public hearing, motion carried unanimously.
Motion by Gary Schold, seconded by Anna Lewandowski, to waive the frontage requirements for Lot 1 and the requirements of a definitive plan under Section 5.3 of the Town of Millbury’s Subdivision Rules & Regulations - application to meet standards of ANR plan, motion carried unanimously.
Motion by Gary Schold, seconded by Paul Piktelis, to grant approval of the “Definitive Subdivision Plan of 23 Lincoln Avenue Extension in Millbury, MA” dated April 19, 2011, last revised June 24, 2011, prepared by Andrews Survey & Engineering, Inc., 104 Mendon Street, Uxbridge, MA, subject to the following conditions:
- No occupancy permit shall be issued until applicant provides proof that a sewer easement has been recorded at the Worcester Registry of Deeds if the sewer line serving Lot 1 passes through Lot 2
- There will be no interruption to water service to the property owned by Deborah A. Carlow, Assessor’s map 46, lot 19
Motion carried unanimously.
7:30 p.m. 163 North Main Street, Bruce L. Fischer, ANR Plan
Motion by Gary Schold, seconded by Paul Piktelis, to endorse the ANR plan of land in Millbury, MA, owned by Bruce Fischer, dated May 26, 2011, prepared by Tauper Land Survey, Inc., 25 Sutton Ave., Oxford, MA, motion carried unanimously.
7:35 p.m. 32 Grafton Street, Chris Windle, Performance Guarantee
No action was taken by the Board as the applicant, Chris Windle was not present.
Minutes
Motion by Anna Lewandowski, seconded by Paul Piktelis, to approve the minutes of June 13, 2011, with corrections to pages 2 and 4, motion carried unanimously.
Other Business
The Board thanked Edd Cote for serving his appointment as Associate Member for the past two years.
