fMinutes of Transfer Station Committee Meeting – July 11, 2007

In attendance:  Cynthia Bognolo, Simon Carr,  Marya Klee, Steve Maddock, C. Ragan

1.      Operations –  The new metal stairs for the C&D/Metal containers are in place.  Installation by Steve Waterman cost $304.  We will need a railings/flooring solution for the gap between the concrete blocks and the containers which combines durability and safety.  Steve will ask Bonnie Cook for suggestions.

A “No pull” failure caused a pile up of trash in the C&D container.  Steve has established an automatic two-week pull of the compactor container.  Witcher will come unless there is a call to cancel.  This incident underlines the need for supervision both for calling in pulls as well as monitoring different container sizes and their corresponding pull fees.

Witcher is keeping glass and crushing it himself at a cost of $10/ton.  We can revisit this issue if and when the town wishes to use glass aggregate for fill.

2.      Second Day Opening – Steve and Pete Bleyler will analyze year to date operating costs to determine if we have the funding available to propose a second day of operation.  Two opening days require sufficient staffing and supervision and, perhaps, a change from Sunday to Saturday.
3.      Ban on Electronics – We continue to need to get the word out that we will not accept video screens.  A sign will be available from NH the Beautiful once we have certification.  As there has not been much of a demand to dispose of screens, we should plan for an electronics disposal day in the Spring rather than the fall.

4.      Tire Disposal – We should reevaluate the $2 charge for regular rimless tires so that we can break even for our $1,200 costs (bin and removal).  New fee proposal:  $4 for 1 tire, $6 for 2.

5.      Certification – Simon is preparing the “Operating Plan” and the “Closure Plan” along with the appropriate drawings.  The Permit Application requires a site drawing prepared by a Professional Engineer.  Simon will see if Rod Finley will do this.  Once we have submitted the application we can send NH the Beautiful the information for our signs, saying that the permit number will follow.

6.      The next meeting of the Transfer Station Committee will be on Wednesday, August 1, 10am, at the Fire House.
