Transfer Station Study Committee Minutes 2004/11/24
Minutes of Transfer Station Committee Meeting   --  November 24, 2004 10:30 a.m.

In Attendance:  Steve Maddock, Pete Bleyler, Simon Carr, Cynthia Bagnolo, Marya Klee.
Apologies:      Al Pryor.

1.      Pete summarized the current state of the discussions on the budget.  The Budget Committee is asking for a maximum increase of 1% over last year.  Giver that the school budget is at least $200,000 higher than last year, the town budget would have to be cut significantly to achieve this.  The Selectboard’s current proposals show a 6.5% increase on 2004.

2.      Operation:
a.      Containers: The new containers had now been delivered.  It was agreed that we should write to New Hampshire the Beautiful to thank them for the grant enabling these.
b.      Currently we are using a 20 cu. yd. container for the glass.  This should be changed to a 30 yd. container as the smaller container is dangerous with the risk of broken glass flying over the edge.  
c.      The old garage building will not be removed until the new garage is in operation.  Subsequent to the transfer to the new building there is a grace period before the purchaser has to remove it.  The schedule is not currently known.
d.      The Selectboard had followed up with a letter to Amy Record regarding the C&D waste recently out of hours, notifying her that this was a misdemeanor and that they would take action if there was a further infringement.

3.      Steve had talked with Bonnie Koch of NRRA regarding consultants.  They will bring their SWAT team of Bonnie, Liz Bedard, Tony Aloqua (Littleton) and two other transfer station managers to consider our situation.  This is scheduled for Monday December 6th, 1.00 p.m.

4.      Marya had talked with Al regarding having a cash box to manage the cash and stickers.  Al was not happy with this; he would prefer not to have to handle any of the cash, especially when he has to stop and issue receipts while clearing materials..  We needed to consider possible options for managing this.  They include, amongst others:
·       Payment to the Town Clerk who then issues a sticker
·       Taking paid items once a month.
·       Using Al or volunteers to take the money anyway.

5.      Marya has been working with Vickie Davis on a new recycling leaflet and on a new page on the town web site.  She will continue with this after the NRRA visit.

6.      Next meetings:  1.00 p.m. Monday 6th December with NRRA at the transfer station. 10:30 a.m. Wednesday 8th December 10.30 a.m. at Lyme Center Academy.
