Transfer Station Study Committee Minutes 2004/01/09
Minutes of Transfer Station Committee   -- January 9, 2004 5.00p.m.

In Attendance:  Steve Maddock, Pete Bleyler, Simon Carr, Ellen Barrett, Al Pryor, Marya Klee.


1.      Steve Maddock welcomed Marya Klee as a new member of the committee.  We should still be considering another additional member.

2.      The garage committee had now fixed the location of the proposed new building, which moved it back into the current plow storage area.  There was still uncertainty regarding the location of the sand storage area, but this did not impact the transfer station area.  

3.      Steve had discussed arranging further appraisals with Patty Jenks, but had not yet had confirmation from Jimmy Jenks that this was acceptable.  Once we had this confirmation, we would proceed with arranging appraisals with the two appraisers.  It was noted that a Hanover development company was looking at a disused sandpit on River Road, Hanover.  This might give an indication of development value.

4.      There was a general concern about out-of-town users at the transfer station. Pete Bleyler was asked if the selectmen could consider means of enforcement.  We should also notify users be means of the chuch newsletter and the Lyme List.

5.      Al produced information on baling and glass crushing equipment.  We were too late to ask for any budget appropriation this year but should start putting together our requirements.  Pete suggested that we needed an educational session with specialists on what we should be looking for.  Al said that the State had such specialists, who were prepared to come out and discus this with us.  He would bring in the information, together with the information on the full-day seminar, scheduled for later this year.  The state would also give grants for certain areas, such as waste oil collection and burning waste oil for heating.

6.       Visits.  Pete had received information from the state on comparable size stations that we should visit.  Their suggestions were: Hopkinton, New Hampton, Ashland and Hancock.  Al suggested that we should also consider Franconia.  We should try and visit these as soon as convenient so as to give a benchmark as to what we should be aiming for.  As it was unlikely that every committee member would be able to visit every site, we should ensure that a lot of photos were taken on every visit.

7.      Steve will produce a short report for the town report, explaining our aims and the need to make the transfer station legal.  This is required by this weekend.
 
8.      Next meeting:  The next transfer station meeting will be 5.00 Thursday, January 15th 2004, but subsequent to that we would consider moving to a fortnightly schedule.
