Present: Matthew Brown, Tina Cullenberg, Tom Hunton, Claudia Kern

1. Introductions of all present
2. Approval of minutes by consensus
3. Meeting time: Third Tuesday of each month 7:00 PM
4. Update of Town Garage
A. Town Garage Committee autthorized LEC to solicit proposals from Foam-Tech and CN Carley Associates. Concludisions will not to be available before town meeting
1) John Unger Murphy- too busy
2) Foam Tech- check list sent; needs uncertain as yet; will wait til architect's plans are in
B. NH Rebuilds partnership
1) Is compatible with LEC goals and may provide technical, financial and educational assistance to make energy efficient decisions and upgrades in our community.
2) Could assist LEC with building simulation and link with consultants
3) Could advocate upgrades in lighting
4) Claudia to check withAllan Newton before applying for partnership
C. Given information at hand what is our role at Little Town Meeting (3/2) and Town Meeting (3/9)
1) Claudia presented a comparative of fuel costs
2) Lloyd to check site on internet to show trend of oil, wood pellet price history
-high demand for wood fiber/chips has challenged pellet production
-sources are furniture, hard wood mills
3) LEC to host possible field trips to:
NE Wood Pellet- Jaffrey, NH
Harris Center- Hancock, NH
4) Must make clear to public estimates on the following
a) Full cost
b) Payback for wood pellet (Mike Smith is preparing numbers)
c) Difference in capital cost between proposed garage and facility with upgrades
5) Must make sure Town Garage Committee and LEC are speaking to same numbers at town meeting
6) Matt proposed that this committee put together add-on proposal for additional funds to cover:
7) Recommendations to Town Meeting might include:
Pellet heat option
Ventilation/heat exchanger issues
Insulations/foam seams estimate (Henri)
Condensation safeguards
Windows high on south side for daylighting and ventilation
Lighting upgrades
9) This add-on proposal would estimate the cost of significant energy upgrades relative to the payback savings. Matt, Tom and Claudia will attend town garage meeting and float idea. Ned to be sensitive to not jeopardizing the bond eith an inappropriate add-on.
5. Town Energy Survey- deferred to March
6. Solar on Schools- deferred to March
7. Compact Fluorescent Bulbs- no response to Phil Kern's inquiries
8. Watt meter- now on library shelf thanks to donation from community
Matt to email donor's name to Tina who will write thank you note.
9. Tasks for action:
A. Tom to find out name of appropriate person at PSNH; call Bryan
B. Bryan then to call PSNH: what energy efficient items do they have to offer? Rebates? Cash incentives? Programs for municipalities? Overall cost?
C. Matt to call Henri Fennell of Foam-Tech
D. Lloyd to research energy cost trends of using oil vs. wood pellet heat
E. Matt to call Chris Hebb regarding ventilation
F. Claudia to work on wording of presentation for Little Town Meeting
G. Claudia to discuss potential affiliation with NH Rebuild with Allan Newton
