MEETING MINUTES

Recap of Forum
  • Public Health & Social Services - The forum was held on April 23, 2013, with about 30 people in attendance. Due to the nature of the topic, the forum was held in the morning and at the Hudson Senior Center.  There were 3 presentations on services offered.  Sam Wong spoke on Hudson’s public health piece.  It was very informational in nature & very helpful for VHB.  Brian Stearns spoke on the Veteran’s Affairs Department.  Janice Long spoke on the Council on Aging/Hudson Senior Center.  The forum seemed to provide a lot of useful information to residents & really reinforced the relationship between public health & land use.
Review of DRAFT Land Use Chapter
We have held off sending out the Land Use chapter, as it touches upon every other chapter.  It was scheduled to be reviewed first, but will probably need the most edits.  It will incorporate ideas & recommendations from all of the other chapters & thus will be one of the last we will review.  Some topics mentioned in Land Use will be further flashed out in other chapters.

Review of DRAFT Housing Chapter
We will also be holding off on the review of the housing chapter.  Mr. Wilmer commented that  the Housing Chapter could double as our Housing Production Plan (HPP).  Ms. Ciccolo noted that the HPP should be an appendix.


Upcoming Forum
The next forum is scheduled for June 10, 2013.  The Public Buildings & Facilities forum should examine what the Town’s needs are, what projects are in the pipeline, what is on the Capital Plan, costs, funding streams, etc.  A memo went out to Department Heads with specific questions on their buildings, facilities, etc.  This will be the initial point of data collection for this chapter.  VHB would also like a tour of certain facilities.  It is easier to explain issues once you have seen them in person.  VHB would like the answers to the questions by the end of June.  Tours can be done anytime before of after.  

We would like to do an “Open House” type format before the forum – each Department has a table, with photos, documents, maps, etc.  What do you do/offer?  What are your wants & needs?  It will look similar to a “college fair”.  The Open House could be from 4:30-7:00, with the typical presentation at 7:00.  Mr. Wilmer noted that it would be god for residents to see all issues at one time.  People need to appreciate all that needs to be done, how a facility that does not meet the department’s needs can really hinder that department.

New Business
The MPSC reviewed a proposed outline for the Master Plan document & what topics would be covered under each section.  Going forward, draft chapters will be sent to staff to forward along to the committee.  We will try to get chapters out to the Committee 3 weeks before a MPSC meeting.  We will begin full chapter reviews in the fall.  MPSC comments & revisions will be incorporated before chapters are made available to the public.  He will try to cap chapters at 25 pages.  Maps will be more user friendly.

Content is still forth coming.  We have one more forum to go.  More data gathering needs to be done.
