2.  Resolution- Hawthorne Homecoming CRA Funds Request
City Manager Vause- Mr. Lewis Scott has sent in a request for funds under the CRA budget to help promote the Hawthorne Homecoming festivals.
The City Commission suggested to the CRA Board an amount of money that should be spent.
Moved to send the item to the CRA Board for the CRA Board to suggest an amount that should be spent.

3.  2015 Citizens Advisory Task Force
City Manager Vause- New requirements from DEO requires that 51% of the CATF members must be low or moderate income and we are in need of another alternate.
Vice Mayor Howard suggested Mr. Jimmy Floyd as the second alternate.
Moved to approve or recommend a list of CAFT members all pending if they meet the eligibility requirements.

4.  Legislative Priorities
City Manager Vause- The Alachua County Legislative Delegation hearing date is December 3, 2014.  The suggested legislative priorities for the City of Hawthorne is our water line replacement project of $650,000.00, Boundary Adjustment Act and FDOT debt forgiveness.

5.  Altitude Cable Lease
City Attorney Hoehn-Altitude Cable has stopped paying their lease payments under their lease agreement with the City.  Did hear from their attorney who stated Altitude wanted to stay at the location.  Attorney Hoehn advised what they would have to pay to stay on the property but haven’t heard from them since.
Moved to authorize the City Attorney to initiate eviction proceedings if Altitude does not respond.

6.  Resolution- Crime Prevention Security Systems
City Manager Vause- Crime Prevention Security Systems has given the City a bid for providing security services for City Hall in the amount of $450 to install the equipment and $119.85 quarterly.  Currently ADT is $130.29 quarterly.

7.  Resolution- Electronic payment option for Utility Billing
City Manager Vause- Staff has researched the electronic payment options for the billing software.  The customer would go to the City Website and access their information for payment.  The customer would pay a transaction fee for the service.
Moved to table and bring back in January 2015.

8.  Holiday Calendar
City Manager Vause- Staff is asking for an additional closing of City Hall on Friday December 26, 2014 and is asking that employees be allowed to work on New Year’s Eve and take New Year’s Day and the day after New Year’s off.

G.    PUBLIC HEARING
SECOND READING- None

H.   ~CITIZEN COMMENTS
Ms. Janice Brown Stallings- Purchased a new refrigerator for the LOCNP.  Had visitors at cemetery at LOCNP who were descendants of someone buried there.

I. ~REPORTS/ANNOUNCEMENTS/INFORMATION
1. City Manager gave an update on the Christmas Luncheon, LOCNP, Georgia Pacific, Lift Station #1, Alachua County Sheriff Department, FRDAP Grant, Water Line replacement project, Flooring and Staff.
2. City Attorney Hoehn- Mr. Dorothy Thurman has a leak on her property at SE 215th Street.  The City has turned the water down to control the water flow.  There is an ongoing law suit between her and the property owner for eviction.
3. City Commission
Commissioner Roberts- Thank you for the traveling prayers to and from Seattle.  Had a blessed and wonderful time with the kids and grandkids.  Super Senior’s pot luck tomorrow at the First Baptist Church.  It is the last social until April 1, 2015.

4. Mayor Surrency- Thank you to the City Commission for allowing him to miss 2 City Commission Meetings and for carrying on with city business.  
Mayor Surrency also gave an update on the Florida League of Cities ethics training requirements for the City Commission and City Staff.
