Mr. Jose Moreno, candidate for Alachua County Judge was present.
Mr. Keith Harper, new Hawthorne Library Branch Manager was present.

D. ~COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS
1.  Presentation- Chief Bailey, Alachua County Fire Rescue- (ISO Ratings)
Chief Bailey gave an update on the fire station and new ISO ratings for Hawthorne.

2.  Citizen of the month- Hawthorne High School Girls & Boys Basketball Teams
Ms. Libby Hartwell thanked the City of Hawthorne for recognizing the students/athletes at HMHS.
The City Commission recognized the girls and boys basketball teams for their great accomplishments this past season and presented them with a certificate.

3.  Proclamation and Pledge of Civility for the Month of May
Mayor Surrency read the proclamation making May Civility Month.

4.  Proclamation- Florida Nurse Week
Mayor Surrency read the proclamation making May 6-12, 2014 Florida Nurse Week.

5.  Proclamation- Municipal Clerks Week
Mayor Surrency read the proclamation making May 4-10, 2014 Municipal Clerk Week.

E. ~CITIZEN COMMENTS
Ms. Janice Brown Stallings- Heart Pine School came out with 120 kids and had a great time at the LOCNP.  The have already reserved a spot for next year.

Mr. Larry Tilbury- Water bills took a huge jump this month.  The meters was read 4 days later which cost the people more money this particular month.

2.  Fowler’s Prairie Pitcher Plant Bog
Mr. Willie The-Losen spoke in support of the pitcher plant bog and asked the City of Hawthorne to support this.
Moved to instruct staff to send a letter of support to FDOT.

3.  Kit Randall Memorial Walk
City Manager Vause- The family of Commissioner Kit Randall wished to have a memorial heart walk on June 14.  We will also like to dedicate the AED machine in Commissioner Randall memory.

5.  Resolution- American Tower
City Attorney Hoehn- American Tower is extending their lease agreement.
Moved to approve and adopt the Resolution authorizing the Mayor and City Manager to execute the Agreement and its attachments.

6.  Alachua County Surtax Pavement Management Program
City Manager Vause- Alachua County is requiring the City of Hawthorne submit a prioritized pavement list to the county for the sales tax initiative.
Moved to send the prioritized list similar to 2012 list as ranked by the City Commission.

7.  Resolution- Interlocal Agreement for Roads Surtax
City Manager Vause- Recommending entering into an Interlocal Agreement with Alachua County for the use and distribution of 1% of the sales surtax.
Moved to approve and execute the Interlocal Agreement.

8.  Cemetery Banking Accounts
City Manager Vause- Staff is in the process of converting the operations of the cemetery from the association to the city and we need bank signature cards for the Mayor, Vice Mayor, City Manager and City Clerk.
Moved to approve the resolution to have one of more of the following officials sign on the accounts, but one elected official must sign all checks.  Mayor, Vice Mayor, City Manager and City Clerk.

9.  Agenda for Joint Meeting with ACBOCC
City Commission gave suggestions for joint meeting agenda.

10. Resolution- Extension for Villages of Hawthorne PUD
City Planner Castine- Staff recommends the Commission approve the Resolution granting a one year extension for the Villages of Hawthorne Planned Unit Development.

11. Resolution- Traffic Signal Maintenance and Compensation Agreement
City Manager Vause- FDOT presented the agreement stating the City is responsible for the maintenance and continuous operation of the traffic signals/systems and control devices and FDOT would be responsible for payment of electricity and electrical charges.

12. Resolution- RFQ water line replacement engineering
City Manager Vause- staff recommends approval to advertise the RFQ for the water line replacement project.

A.  CPA 13-3 Little Orange Creek Nature Park Comp Plan Amendment
City Planner Castine- Staff recommends adoption of Comprehensive Plan Amendment CPA 13-3 on second reading.
Moved to adopt the Ordinance for CPA 13-3 on 2nd reading and direct staff to transmit the proposed amendment to the Department of Economic Opportunity.

H.  DISCUSSION
1.  Direction for Staff for support of Plum Creek Sector Plan
City Manager is asking for permission to represent the City of Hawthorne in supporting Plum Creek Sector Plan and serve on committees, social media and festivals and provide information to the public in support of the plan.
The City Commission agreed the City Manager should represent the City of Hawthorne.

J. ~REPORTS/ANNOUNCEMENTS/INFORMATION
1. City Manager Vause gave an update on Joint Legislative Audit Committee, FDOT, FRDAP Grant, American Legion, CPR Class, and Joint Meeting with ACBOCC, Cemetery and Staff.
2. City Attorney- No Report
3. City Commission
Commissioner Roberts- Thanks to the Sheriff’s office for cleaning up Hawthorne on SE 215 Street with the drug bust.  Ms. Vivian Wagner funeral is this Saturday at 10AM at the First Baptist Church.
Commissioner Bouie- Thank you to the citizens for reelecting her to the City Commission and thanks to the City Clerk for all she do.

4. Mayor Surrency- Mr. Bill Woods recognition was well attended.  The Chamber Community Bowl is asking the City to sponsor a bowling lane.  May 12 Free Business Development Class at City Hall.  May 27, 2014 at 7PM League of Cities in City of Alachua.  Missed the last meeting due to the birth of his son Gabriel Dale Surrency.
