C.  RECOGNITIONS & GUESTS
Mayor Surrency introduced Lt. Overland with the Alachua County Sheriff’s Office.  (Lt. Overland did not speak he was just recognized by the Mayor).

D.  COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS
1.  Presentation- Citizen of the Month- Hawthorne Life Enrichment Group
The City Commission recognized and thanked the Hawthorne Life Enrichment Group for their hard work in the City of Hawthorne.

Citizen of the Month- Dr. Andrew Hendrickson
The City Commission recognized Dr. Hendrickson for being a graduate of Hawthorne High School and completing his Doctor’s Degree and now working at the VA Hospital.

E.  CITZEN COMMENTS
Mr. Ray Daniels- Understand the City Commission is selecting the Mayor and Vice Mayor tonight and thinks it should stay the same.  The Mayor has done a great job running the meetings.

Ms. Janice Stallings- Agree with Mr. Daniels and on behalf of the FLOCNP presented Mayor Surrency with a plaque for being a great representative for the City of Hawthorne.
Ms. Randy Camion- Vice President of FLOCNP announced they received funding for a $28K grant.

Mr. David Berticelli- Suggest the City Commission leave the Mayor and Vice Mayor positions the same.

City Attorney Harris sworn in the returning City Commissioners Carlton, Howard and Surrency for another 2 year term.

Mayor Surrency accepted the nomination.

5.  Resolution- Little Orange Creek Nature Park Master Plan
Park & Rec. Director Wynkoop- The contract and proposal are in line with the RFQ that the City Commission approved on October 2, 2012 and reviewed on February 5, 2013 when the City Commission approved CHW to be the engineer for the LOCNP Master Plan.
Moved to adopt the Resolution.

6.  Resolution- Park Fees & Forms
Park & Rec. Director Wynkoop- The fees will be in conjunction with the Park and Recreation Rules update.  Currently the City does not have any fees in place for use of its recreational facilities.  These fees will help the City recover costs associated with rentals of the facilities.

7.  Annual Conference Voting Delegate
Mayor Surrency said he should not be the voting delegate for the City of Hawthorne since the delegate may have to vote on his position.

8.  Florida League of Cities 87th Conference Attendance & Budget
City Manager Vause- Needs to know which commissioner would like to attend the conference.  Depending on how many attend will determine your spending allowance.
All City Commissioners stated they would like to attend the conference.
Moved to divide funds equally between each City Commissioner to attend the conference.

A.  Park & Recreation Rules
The rules have not been updated in over 10 years.  No regulations were removed just reorganized for better clarity within the City Codes.

H.  DISCUSSION
1.  Gas Franchise
City Manager Vause- the City of Gainesville, GRU wished to enter into a Gas Franchise with the City of Hawthorne.  Staff recommends the agreement.
Moved to direct staff to negotiate with GRU and bring back in an Ordinance.

2.  Bid Update for file storage room
City Manager Vause- We have not received 3 bids for the work yet but will bring it back before the City Commission when they have been submitted to staff.

I.  CITIZEN COMMENTS-   None

J.  REPORTS/ANNOUNCEMENTS/INFORMATION
1.  City Manager Vause gave updates on Envision Alachua Workshop, Hawthorne Homecoming, FLC insurance summit, Alachua Housing Authority, Fire Station deed, summer interns with Florida Works Program, Annexation of LOCNP, Lindsey Phillips Park, WWTP and staff.

City Manager asked if staff could close City Hall on July 5, 2013 since July 4 fell on a Thursday.  Staff would use vacation time to compensate their pay.
Moved to allow City Hall to close July 5, 2013 and staff use personal vacation time to cover paid expenses.

C.  Commissioner Randall- enjoyed meeting other Commissioners at the Alachua County League of Cities.
D.  Vice Mayor Howard- also enjoyed meeting other Commissioners at the Alachua County League of Cities.

4.  Mayor Surrency- The next Alachua County League of Cities meeting is July 23 in High Springs.  Envision of Alachua June 26 at Chester Shell Elementary.
