D.  COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS
1.  Presentation- City of Hawthorne FY 2011-2012 Audit- Sexton & Schnoll
City Auditor Cecilia Burris presented the audit to the City Commission.  The City Commission asked a series of questions.

2.  Presentation to Mr. Sam Wynkoop Park & Rec. Director
City Manager Vause and the City Commission presented Mr. Wynkoop with an appreciation plaque for all his hard work involving the City of Hawthorne and wished him good luck in his new job.

E.  CITIZEN COMMENTS
Ms. Janice Brown Stallings presented Mr. Wynkoop with an appreciation plaque for all his hard work involving LOCNP.

City Manager Vause introduced Mr. Wally Russell who will replace Mr. Wynkoop in teaching the seniors computer classes.

2.  Resolution- Renewal Repair and Service of Traffic Signal & Beacon
City Manager Vause- staff is recommending the renewal of the Interlocal Agreement with the City of Gainesville for the repair and service of traffic signals and beacons.
Moved to instruct the Mayor and City Manager to execute the Interlocal Agreement.

3.  Resolution- FRWA Preliminary Engineering Report
City Manager Vause- Florida Rural Water Association will provide assistance to help us with planning a Preliminary Engineering Report, starting the Grant/Loan application process and engineering assistance.  The City will be required to give a $2500 contribution to FWRA to support FRWA Engineering Program.
Moved to adopt the resolution to authorize the Mayor and City Manager to enter into the FRWA Specific Assistance Agreement/Acknowledgement and fund the $2500 contribution.

4.  Resolution- Purchase Hustler 72” Mower
City Manager Vause- an additional mower is needed to help with the mowing requirements with the City of Hawthorne.  Three bids have been solicited with the lowest bid being Lazenby Equipment of Starke of $8632.00.  The money will come from the miscellaneous funds from CSX and FDOT for the closing of the RR.
Moved to adopt the resolution to authorize the City Manage to purchase the mower from Lazenby Equipment.

5.  Surplus Vehicle
City Manager Vause- the 2002 Ford Taurus recently broke down while being used by the Park & Rec. Director.  To fix the problem will cost the city $1300.  The car is only worth $586 in fair working condition.  Staff recommends designating the vehicle as surplus property for sale.

1.  SECOND READING
A.  Park & Recreation Rules
Park & Rec. Director Wynkoop- the board proposed edited and reviewed the rules and voted 5-0 in favor of recommending the Commission to approve the rules.  The first reading came before the City Commission on June 18, 2013 and was approve on first reading with a vote of 5-0.

City Planner Castine- staff recommends approval of the LDR 11-3 Villages of Hawthorne PUD re-authorization on 2nd reading.

A.  A 13-1 Little Orange Creek Nature Park Annexation Urban Services Report
City Planner Castine- Per direction by the City Commission staff initiated an application for voluntary annexation of the southern 65 acres of LOCNP which is owned by the City of Hawthorne.
Moved to adopt the ordinance for the Urban Services Report for A 13-1 on first reading and direct staff to schedule the item for 2nd reading.

J.  REPORTS/ANNOUNCEMENTS/INFORMATION
City Manager Vause- update on the CRA meeting, City Hall closed for holiday, Envision Alachua Workshop, Municipality round table for Economic Development, FLOC, Fire Station, Summer Interns, Lindsey Phillips Park, and the WWTP.

City Attorney Harris-Hoehn- None

Commissioner Roberts- Presented Park & Rec. Director Wynkoop with a certificate from the Super Seniors.  81st Homecoming was great and well attended.

Commissioner Carlton- None

Commissioner Randall- agrees with Commissioner Roberts 81st Homecoming was great.

Vice Mayor Howard- Plum Creek very well attended by the Community.

**City Manager Vause- will postpone CRA Meeting due to conflict with CRA Board Members.

Mayor Surrency- The zumba class has relocated to city hall on Monday since the Elementary School is closed over the summer.  Suggest making the Homecoming Committee next citizen of the month and doing a proclamation officially designating the last Thursday of the month of June Hawthorne Homecoming.  Will be traveling out of town to Tennessee after the meeting tonight.
