D.  COMMITTEE REPORTS/PRESENTATIONS/PROCLAMATIONS
1.  Presentation- Alachua County Sheriff Sadie Darnell
Sheriff Darnell introduced her staff that was present and those that serve in the Hawthorne area.  Sheriff Darnell gave the 2012 ACSO Annual Report for the City of Hawthorne.

2.  Proclamation- Pledge of Civility
Mayor Surrency read & signed the Proclamation representing the Pledge of Civility.

3.  Proclamation- Municipal Clerks Week
Mayor Surrency read & signed the Proclamation for observing Municipal Clerks Week May 5-11, 2013.

4.  Proclamation- Central Florida Community Action Agency Month
Mayor Surrency read & signed the Proclamation proclaiming May 2013 as Central Florida Community Action Agency Month.


5.  Citizen of Month
Mayor Surrency and the City Commissioners recognized the Park & Recreation volunteers for the City of Hawthorne.

2.  Resolution- Calling the 2013 City of Hawthorne Annual Election
City Manager Vause announced the calling of the 2013 Annual City Election.  Commissioner Howard is being challenged by Mr. Harry Carter for Seat #1.  Commissioners William Carlton and Matthew Surrency were unopposed.

3.  Resolution- School Flashing Lights CR 2082
City Manager Vause- FPL installed a light pole at 21422 SE 69th Avenue on private property.  The property owner requested the pole be removed from the property to the right of way.  While moving the pole it was discovered the school flashing signal came from this pole.  To install a new signal power box is $4997.52 with the City of Gainesville and $4.00 monthly and $987.55 installation fee for FPL to run the wires.
Moved to approve the Resolution to provide funding to install a new signal power box.

4.  Resolution- Cemetery Access & Management Agreement
Parks & Recreation Director Wynkoop- The St Paul’s Cemetery Association owns part of the Historic Hawthorne Cemetery located at the LOCNP.  The Association has agreed to allow the City and PLC to access and manage their property as part of the entire cemetery for continuity and care.

5.  Update on Brownfield Area Designation
City Manager Vause- Staff is preparing a Resolution and legal description for the proposed Brownfield area, and will provide notice to the public by advertising the public hearings regarding the proposed Brownfield area in the Alachua County Today newspaper and mailing a notice of the public hearings to the owners of each parcel within the proposed Brownfield area.
This was information only.  No action was needed by the City Commission.

H.  DISCUSSION
1.  Park & Recreation Fees
Park & Rec. Director Wynkoop- The Park & Rec. Board is asking the City Commission to provide feedback in order to pass the rules and fees that were originally presented on June 5, 2012.  The fees will help cover cost when damage is done to city property.  The City Commission agreed to provide feedback at the June 4, 2013 Commission Meeting and agreed to vote on the recommendations at the June 18, 2013 Commission Meeting.

J.  REPORTS/ANNOUNCEMENTS/INFORMATION
City Manager Vause gave an update on Staff, Budget Review, Joint Meeting, Fire Station Furniture, Annexation, Lindsey Phillips Park, WWTP, FLC Workshop and EOC Meeting.

City Attorney Harris- FDOT paid city railroad crossing money and we are still waiting on CSX to pay.

Commissioner Roberts- Seniors final social activity May 13, 2013 and they will recognize Mr. Clovis Watson Jr.

Commissioner Carlton- None

Vice Mayor- None

Mayor Surrency- Ribbon cutting ceremony at WWTP went well.  The Bits of Broadway play at Hawthorne High School was great.
